SUBJECT:

A Resolution to authorize the Director of Purchasing to execute an agreement with Alfred Benesch & Company of 1230 East Diehl Road, Suite 109, Naperville, IL 60563 for the Rotary Plaza Pedestrian Bridge Removal and Walkway Reconstruction Final Plans in the amount of $60,200.00.

 

PURPOSE:

This Resolution will Authorize the Phase II Engineering Services Agreement to prepare Permits and Bid Documents including Plans, Specifications and Estimate of Cost for removal of the Rotary Plaza Pedestrian Bridge near Lot F and replace with a retaining wall and walkway.

 

BACKGROUND:

The Rotary Plaza Pedestrian Bridge consists of a single span weathering steel, symmetric ponytype truss with a timber deck carrying pedestrian traffic. The structure runs parallel to the Fox River and spans over the steep embankment of the east bank of the east channel.

 

Over the summer of 2019 the bridge was deteriorating to the point where it needed to be closed to pedestrian traffic.

 

DISCUSSION:

Alfred Benesch & Company (Benesch) is currently working on a number of projects for the City, including the 2019-2020 bridge inspection program.  After the bridge was closed due to its condition, Benesch was asked to perform a bridge inspection of the Rotary Plaza Bridge while they were in town.  In addition to the inspection they also provided a number of alternatives for rehabilitating the Rotary Plaza area and returning the riverwalk pedestrian walkway to a suitable state.  The results were compiled in a Bridge Condition Report (BCR) which is attached as Exhibit 'A'.

 

Upon evaluating the project’s needs, desires, constraints and per concurrence with the City, Benesch recommended that Alternative 3, constructing a retaining wall, be chosen.  This alternative was presented to the Design Review Committee (DRC) on October 10, 2019 and approved.

 

At this time, the City is prepared to move forward to have detailed plans and specifications completed to replace the bridge with a retaining wall and walkway. The attached Phase II Engineering Agreement from Benesch, attached as Exhibit 'B' in the not-to-exceed amount of $60,200.00, will provide all necessary engineering services to survey, secure permits and design the improvements as discussed herein.  Benesch would be the most qualified to create the detailed plans given their Aurora bridge inspection history and work on the Bridge Condition Report for this specific bridge.  They would also be able to produce the plans most efficiently.  We wish to proceed quickly with the design documents to let the project as early as possible in 2020.

 

The 2019 Budget provides for this item in account no. 340-4460-431-73.80, (CIP Project # G016).

 

IMPACT STATEMENT:

The bridge is currently closed.  This project will restore pedestrian access through this area.

 

RECOMMENDATIONS:

Please forward this resolution to the Infrastructure and Technology Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, it is necessary and desirable to make repairs to Rotary Plaza Pedestrian Bridge; and

 

WHEREAS, there is a need for an Engineering Agreement with Alfred Benesch & Company of 1230 East Diehl Road, Suite 109, Naperville, IL 60563 in an amount not to exceed $60,200.00, a copy of which agreement is attached hereto and incorporated herein as Exhibit 'B'; and

 

WHEREAS, the 2019 City Budget provides for this item in account no. 340-4460-431-73.80.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute the Engineering Agreement with Alfred Benesch & Company as set forth in Exhibit 'B'; and

 

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any other related Agency Documents or Permit items that may be required for advancement and completion of said project.
