A resolution to authorize the Director of Purchasing and City Clerk to enter into an agreement with Wills Burke Kelsey Associates, Ltd. To perform Construction Engineering Services on the Sperry Court Storm Sewer Project.
PURPOSE:
To enter into an agreement with Wills Burke Kelsey Associates, Ltd. For the above referenced project.
BACKGROUND:
The installation of this storm sewer is part of the City's overall plan to de-combine the storm and sanitary sewers within this area of the City.
DISCUSSION:
Wills Burke Kelsey Associates, Ltd. Is proposing to provide on-site construction engineering services in an amount not to exceed $43,750. The 2015 Budget provides funding for this work in Project IB018 Account Number 510-4063-511-73-14.
IMPACT STATEMENT:
The installation of this storm sewer will help to reduce or eliminate future sewer backups within residential basements, street flooding and untreated overflows into the Fox River. The new sewer will help reduce future maintenance costs associated with damage to private properties due to sewage backups.
RECOMMENDATIONS:
We respectfully request this resolution be forwarded on to the BGI Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to provide on-site construction engineering services for the installation of the new sewers; and
WHEREAS, there is a need for a Construction Engineering Agreement with Wills Burke Kelsey Associates, Ltd. to provide On-Site Construction Engineering Services for the Sperry Court Storm Sewer Project in an amount not to exceed $43,750 in accordance with the agreement attached hereto and incorporated herein as Exhibit "A"; and
WHEREAS, funds have been provided for this work in the 2015 Budget in project IB018 Account Number 510-4063-511-73-14.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Purchasing and the City Clerk are hereby authorized to enter into an agreement with Wills Burke Kelsey Associates, Ltd., 8 East Galena Boulevard, Suite 402, Aurora, IL 60506, to provide on-site construction engineering services for the Sperry Court Storm Sewer Project per the attached agreement contained herein as Exhibit "A".
