SUBJECT:
A resolution to award the Bridgeport Lane Storm Sewer Installation project, located in Wards 7 and 9, to Winninger Excavating, Inc., in the bid amount of $112,927.00.
PURPOSE:
To install storm sewer on Bridgeport Lane and to extend storm sewer at Hunter’s Ridge detention basin outfall due to drainage issues.
BACKGROUND:
The location of the storm sewer installations can be seen in the attachment, Exhibit A - Location Maps.
DISCUSSION:
A total of three bids were received, opened, and reviewed on July 30, 2025. Attached are Exhibits B & C, the posted bid document and the Evaluation Tabulation. Winninger Excavating, Inc.'s Submitted Bid can be seen in the attached Exhibit D. The lowest responsible bid received was in the amount of $112,927.00 by Winninger Excavating, Inc. This was 2.9% below the Engineer's Estimate of $115,450. The storm sewer improvements will be funded with account 280-1852-512-81-23 (B037) which has a 2025 total budgeted amount of $1,000,000.00.
IMPACT STATEMENT:
Impact to traffic and residents will be kept to a minimum with parking restrictions as required.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Winninger Excavating, Inc. in the bid amount of $112,927.00 be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, (WHEREAS, the storm sewer projects will install storm sewer which has a recent history of drainage concerns; and
WHEREAS, Winninger Excavating, Inc., submitted the lowest responsible bid out of three bids received, opened and reviewed on July 30, 2025; and
WHEREAS, the storm sewer improvements ($112,927.00) will be funded with account 280-1852-512-81-23 (B037) which has a 2025 total budgeted amount of $1,000,000.00).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Winninger Excavating, Inc., in the bid amount of $112,927.00.
