SUBJECT:

A Resolution Authorizing the Execution of a Historic Preservation Grant Agreement with Mary and Brian Wells for the property at 418 Grand Avenue (Mary and Brian Wells- L15-01080 / AU22/1-15.291-HP/GR- JH - Ward 6).  

 

PURPOSE:

Attached is a resolution authorizing the execution of a Historic Preservation Grant Agreement with Mary and Brian Wells for the property at 418 Grand Avenue in the Tanner Historic District. Pursuant to the Agreement Mary and Brian Wells will receive a 50% reimbursement up to $7,200.00 toward the renovation of the building including removal of deteriorated cedar siding, replacement of in-kind cedar siding, and painting the siding. Funding for the reimbursement will come from the -----Capital Improvement Fund A.  

 

BACKGROUND:

The Subject Property is located at 418 Grand Avenue and is currently utilized as a single-family residence with R-1 One Family Dwelling zoning.  The property is located on Grand Avenue between West Park Avenue and Plum Street.

 

The details of the proposal includes removing the majority of the deteriorated cedar siding that is beyond repair. Portions under the porch and in the gable-end that are in good condition are remaining. The entire house will be painted. The owner is taking on a major project by installing actual wood siding himself.

 

The property is within the Tanner Historic District and the primary structure is of primary significance to the district. The home was built c. 1907 and is in the Queen Anne style. The building is owner-occupied. The applicant purchased the property in 2000. More information on this property is available in the attached Property Research Sheet and Property Survey Form. 

 

DISCUSSION:

Staff has reviewed the grant application and have determined that it meets the applicable codes and ordinances. The proposal is consistent with the City of Aurora Historic Districts and Landmarks Guidelines. 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following section(s) of the City of Aurora Historic Districts and Landmarks Guidelines:

Chapter “Wood Siding,” Bullet A, “wood siding and shingles shall be replaced with new to match the original in size, placement, and design.”  

 

RECOMMENDATIONS:

Historic Preservation Commission recommends approval of the resolution authorizing the execution of a Historic Preservation Grant agreement with Mary and Brian Wells in an amount not to exceed 50% reimbursement up to $7,200.00 to be funded from Capital Improvement Fund A account number 340-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS/ GRANT/PROPERTY REHAB.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, on November 20, 2015, Mary and Brian Wells filed with the City of Aurora a request for a Preservation Grant for certain property within the City of Aurora and the Tanner Historic District; and

 

WHEREAS, on December 2, 2015 , the Historic Preservation Commission reviewed said request and recommended that the City enter into a Preservation Grant Agreement pursuant to said request; and

 

WHEREAS, for reasons set forth in the Preservation Grant Agreement, attached hereto and incorporated herein as Exhibit “A”, the City and Mary and Brian Wells wish to enter into said attached Agreement for restoration work at 418 Grand Avenue; and

 

WHEREAS, the City Budget contains sufficient funds, in excess of the amount of $7,200.00 for this Agreement in Account Number 340-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS / GRANT/PROPERTY REHAB in order to provide all the necessary funding for the project; and

 

WHEREAS, on December 10,2015, the Planning and Development Committee of the Aurora City Council reviewed said Preservation Grant Agreement and the before mentioned recommendations and recommended APPROVAL of said petition; and   

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby authorizes the Mayor and City Clerk to execute the Preservation Grant Agreement attached hereto as Exhibit "A."
