SUBJECT:

Resolution to execute Local Agency Agreement by appropriating funds to Randall Road and Greenview Drive Sidewalk project and to award Thomas Engineering Group with Phase III Construction Engineering Contract for the said project. The project is located in Ward 1 (Greenview Drive) and Ward 5 (Randall Road).

 

PURPOSE:

To set aside funds for Randall Road and Greenview Drive Sidewalk Project, approval of the funds thus appropriated by execution of Local Agency Agreement and also to approve the resolution awarding Thomas Engineering Group with Phase III Construction Engineering Contract for the said sidewalk project.

 

BACKGROUND:

In an on-going effort to improve accessibility and safety for pedestrians and school children, the City Engineering staff had applied for Safe Routes to School (SRTS) federal funding for Randall Road and Greenview Drive sidewalk project. The project was awarded the funds with the federal share not to exceed $50,097.00 for both Construction and Construction Engineering, the local share is $44,000.00 (approx.).The proposed sidewalk fills a gap in the existing system and provides access to West Aurora High School, Freeman Elementary School and Hermes Elementary School respectively.

 

DISCUSSION:

The proposed work consists of constructing a 5 foot wide PCC sidewalk on the west side of Randall Road between Galena Boulevard and Garfield Avenue thus filling the existing sidewalk gap. Similarly a 5 foot wide PCC sidewalk is proposed to go on the west side of Greenview Drive between Hankes Avenue and Sheffer Road.

 

The Randall Road sidewalk will serve the West Aurora High School and Freeman Elementary School. Both schools see a significant walking demand on this corridor. The existing gap forces pedestrians into the roadway which sees over a 5000 ADT.

 

The proposed Greenview Drive sidewalk will serve Hermes Elementary school. Greenview Drive is the main access to Hermes School and experiences traffic volumes during the periods for which the pedestrian volumes is also at its highest. This gap closure not only provides a safe route to the school but also consequently to a major park facility located approx. 800 feet to the southwest of the southern termini of the gap closure. Enhanced crossing facility is planned.

 

The total project cost is estimated at $94,000.00 (approx.), the total local share is $44,000.00 (approx.) that includes both the construction cost ($ 34,800.00) and construction engineering cost ($ 9,000.00), the construction engineering amount is not to exceed $10,000.00.

The City will front fund the construction & construction engineering cost and will be reimbursed the federal share later.

 

The funds are available through the following accounts in the proposed 2017 Budget:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS,  To support the on-going effort in filling sidewalk gaps to ensure safety of pedestrians/school kids to access the facilities, and

 

WHEREAS, Safe Routes to School Grant has been approved for Randall Road and Greenview Drive project in the amount of $50,097.00 (fed share) for both construction and construction engineering, and

 

WHEREAS, the use of federal funds requires the City to execute the Local Agency Agreement with IDOT by way of appropriating $34,800.00 (local match for construction) of which the agreement is attached, and

 

WHEREAS, there is a need for a Construction Engineering Agreement with Thomas Engineering Group in an amount not to exceed $10,000.00, a copy of which agreement is attached, and

 

WHEREAS, the 2017 City Budget provides funds by way of the following accounts:

 GB97                            Neighborhood St Improvements     340 4460 431 73 91                          $85,000.00

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Local Agency Agreement and Phase III Construction Engineering Contract hereby approved.

 

BE IT FURTHER RESOLVED that the Mayor is hereby authorized any other such documents related to advancement and completion of said project.
