PURPOSE:
To obtain City Council approval to award a contract to Era Valdivia Contractors, Inc., Chicago, IL, (EVC) for the Indian Trail Elevated Tank Rehabilitation Improvements for the Water Production Division (WPD) in an amount of $1,399,250.00.
 
BACKGROUND:
The 1.5 million gallon Indian Trail Elevated Tank, located at 1325 West Indian Trail, provides potable water distribution system pressure and storage capacity.  The tank was originally constructed in 1964 and was last recoated in 1984.  An inspection and evaluation report was prepared by Tank Industry Consultants, Inc., dated November 19, 2007, which identified the need to paint the tank within 2 to 5 years and recommended several safety and operational improvements / modifications.
 
The contract to perform the rehabilitation work was publically advertised on October 13, 2013 and bids were opened on November 6, 2013.  A total of five bids were received and a bid tabulation is attached.
 
The total range of bids received was from $1,399,250.00 to $1,587,360.00.  The difference between all the bid amounts is $188,110.00 (13.4% of the lowest bid), and the bids were very evenly distributed across the full range.  Engineering Enterprises, Inc. (EEI), the project consultant, provided an engineer's estimate of $1,104,420.00 for this project.  This estimate is $294,830 less than the lowest bid amount.  The difference in cost between the bid amount and the estimate is mostly accounted for in the bid prices for the exterior and interior wet area painting bid items.  Due to the very tight range of bids, the WPD believes the bids accurately and fairly reflect the probable construction cost for this project.
 
This contract will provide complete coating removal and replacement of the exterior and interior surfaces of the tank and safety and operational improvements.  These items will protect the service life of this important asset.  
 
DISCUSSION:
EVC submitted the lowest, responsive, responsible, base bid, in the amount of $1,399,250.00.  Based on references provided with the bid and contacted by EEI, EVC has successfully completed elevated tank rehabilitation projects of this scope and nature.  Therefore, the WPD recommends EVC as the lowest responsive, responsible bidder for this project.
 
This project is designated as CIP Project #I032.  Funding has been requested in the 2014 City Budget in Account No. 510-1851-511-73-05.

RECOMMENDATIONS:
That a contract be awarded to Era Valdivia Contractors, Inc., in the amount of $1,399,250.00 for the Indian Trail Elevated Tank Rehabilitation Improvements.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for their review and approval.
