SUBJECT:

A resolution authorizing the execution of a Phase II Supplemental Engineering Agreement with Baxter and Woodman, Inc., and appropriating Motor Fuel Tax Funds in the not to exceed amount of $18,833.00 for the Montgomery Road and Kautz Road Traffic Signal Installation project.

 

PURPOSE:

To execute the Phase II Supplemental Engineering Agreement with Baxter and Woodman, Inc., and to Appropriate Motor Fuel Tax (MFT) Funds for MFT Section Number 22-00353-00-TL by Illinois Department of Transportation (IDOT) Resolution

 

BACKGROUND:

The project will consist of installing a new traffic signal at the intersection of Montgomery Road and Kautz Road, updating ADA ramps, striping and other pertinent improvements. The Council had approved the original contract for phase II engineering on March 14, 2023 (R23-073) to Baxter and Woodman, Inc, maximum amount of $39,412.00.

 

DISCUSSION:

During the design it was determined that the intersection warrants a right turn lane (westbound right turn heading north on Kautz Road). The IDOT/State review team asked that we conduct an Intersection Design Study (IDS) and an Environmental survey, both of which were not part of the original contract with the consultant.  We also need the consultant's assistance for coordinating with Fox Valley Park District for a possible IGA, since the adjacent property belongs to FVPD and adding the right turn lane will move the curb line and bike path further north into their property. FVPD has been notified and they are willing to work with the city on this said improvement. 

 

Since Motor Fuel Tax funds are being utilized, IDOT review and approval will be necessary for this project.

 

 

The city's 2023-2024 budget provides funds through the following account:

GC 081                     Montgomery Rd & Kautz Rd                          203-4020-417-76-39        $18,833.00

 

IMPACT STATEMENT:

Maintenance & energy costs for proposed traffic signal, approximately $308 per month.

 

RECOMMENDATIONS:

Staff recommends approval of supplemental PII agreement and appropriation of MFT funds.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the city desires to install traffic signals at the intersection of Montgomery Road and Kautz Road.

 

WHEREAS, additional engineering is needed to prepare an Intersection Design Study, environmental survey, right turn design, changes to plans, specifications, cost estimates, and coordination with Fox Valley Park District (FVPD).  Baxter and Woodman, Inc., has submitted a Phase II supplemental agreement in the maximum amount of $18,833.00 (attached as Exhibit A) for these services.

 

WHEREAS, there is a need to appropriate Motor Fuel Tax (MFT # 22-00353-00-TL) funds for this project in the amount of $18,833.00, a copy of which resolution is attached for approval as Exhibit B.

 

WHEREAS, the City of Aurora fiscal year 2023-24 budget provides funds through the following account:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a Phase II Supplemental Engineering Agreement with Baxter and Woodman, Inc. in substantially the same form as attached to this Resolution as Exhibit 'A' in the amount of Eighteen thousand eight hundred thirty-three dollars ($18,833.00) shall be and hereby is approved; and further

 

BE IT RESOLVED, that Eighteen thousand eight hundred thirty-three dollars and zero cents ($18,833.00) of available MFT Funds, Motor Fuel Tax Section Numbers 22-00353-00-TL shall be and hereby is appropriated for the purposes set forth in this resolution; and further

 

BE IT RESOLVED, that the Mayor and the Clerk respectively, shall be and hereby are directed to execute all the aforementioned documents on behalf of the City and any other documents required to carry the purposes of this resolution into execution, including, but not limited to the document entitled “Resolution for Improvement Under the Illinois Highway Code, Form (BLR 09110)” attached to this Resolution as Exhibit 'B'.
