SUBJECT:
A Resolution to award the East Benton Street & South LaSalle Street Streetscape Improvement project located in Ward 2 to the Sumit Construction Co., Inc.
PURPOSE:
To improve the functionality and appearance of the north half of the East Benton Street & South LaSalle Street intersection.
BACKGROUND:
The proposed streetscape improvements will provide beautification of that intersection, a traffic calming effect with the narrower roadway, and the sidewalk ramps will meet ADA accessibility requirements upon completion.
DISCUSSION:
The project will require a budget transfer to account 231-4430-418-73-99 to have sufficient funds to complete the improvements. The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit B. Five conforming bids were received, publicly opened and read aloud on October 3, 2017. The bid tabulation and Sumit Construction's bid are attached as exhibits C and D.
IMPACT STATEMENT:
There may be temporary road closures required for South LaSalle Street or East Benton Street during construction.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

A Resolution Authorizing a Contract with Sumit Construction Co., Inc. in the amount of one hundred and seven thousand, four hundred and twenty-five dollars and zero cents ($107,425.00) for the East Benton Street & South LaSalle Street Streetscape Improvement project located at the north corners of this intersection in Ward 2.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the north half of the East Benton Street and South LaSalle Street intersection was identified as needing streetscape improvements; and
WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and
WHEREAS, a budget transfer will be required to account 231-4430-418-73-99 to fund the project; and
WHEREAS, five conforming bids were received and read aloud on October 3, 2017 with Sumit Construction Co., Inc. located at 4150 W. Wrightwood Ave., Chicago, IL 60639 submitting the lowest responsible bid in the amount of $107,425.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Purchasing is hereby authorized to execute a contract with Sumit Construction Co., Inc. in the amount of one hundred and seven thousand, four hundred and twenty-five dollars and zero cents ($107,425.00).
