A Resolution Authorizing a Professional Service Contract with Teska Associates, Inc. for Neighborhood Planning Consulting Services (ANPI-13-409-Ap - TV)  
 
PURPOSE:
Attached is a resolution authorizing the execution of a professional service contract with Teska Associates, Inc. ("Teska").  Pursuant to the attached contract, Teska will provide the City of Aurora with services to assist with the Aurora Neighborhood Planning Initiative ("ANPI") process for a fee not to exceed $25,000.00.
 
BACKGROUND:
Since 2000, the City of Aurora has taken a more proactive stance in working with its neighborhoods to articulate common issues and work together to identify solutions.  Based on the acknowledgment that each of Aurora's neighborhoods has its own character, its own unique set of issues, and, perhaps, its own priorities for improving its quality of life; the Aurora Neighborhood Planning Initiative was started to provide a forum for neighborhoods to collaborate with the City in addressing neighborhood issues through long-range planning.   
 
The ANPI is a community based process in which the City would provide support to neighborhood stakeholders who agree to come together to craft a vision for their neighborhood and to create a "road map" for achieving that vision. The resulting plans will help guide City service delivery in the neighborhoods.  
 
The City of Aurora began the Aurora Neighborhood Planning Initiative in 2003 with the Bardwell Area Neighborhood Action Plan.  Since 2003 the City has approved five more neighborhood plans, the last one being the Light of Our Community Neighborhood Action Plan approved in January of 2008. Teska was the neighborhood planning consultant for these six plans as well as the ANPI handbook created in 2003 and revised in 2009.  Funding for the initiative was suspended in 2008 and was reinstated with the 2014 budget.  The proposed professional services contract will facilitate a seventh neighborhood to participate in the ANPI process.
 
DISCUSSION:
Given the extended interval from the last Aurora Neighborhood Planning Initiative, the City issued a RFP to solicit firms in order to ensure selection of the most qualified firm to assist the City in the process. Teska was selected through this competitive RFP process in which three firms were evaluated, with Teska being the most qualified firm.
 
The RFP process for selecting a qualified Neighborhood Planning Consultant included the submittal of a technical proposal, a fee proposal, an interview and an evaluation process by an evaluation team consisting of three members of the Development Services Department.  
 
The technical proposals and interviews were evaluated on four categories: 1) Experience 2) Resource Personal Experiences and Abilities 3) Approach 4) Responsiveness.  The firm were also given a proximity bonus.  Scoring by the evaluation team was averaged resulting in Teska scoring the highest at 87 points out of 100.  In all categories, Teska was rated the highest with the exception of the proximity bonus.  The detailed results of the evaluations of all three firms are included in the attached charts and tables.  The technical proposal submitted by Teska is also included as an attachment which further describes their project experience and qualifications in this field.
 
After scoring the technical proposals and interviews, the fee proposals were opened by the evaluation team. The Fee Proposal from Teska was the least expensive and when the cost per unit quality was determined, they were also the responder with the lowest cost per quality unit.
 
And thus at the conclusion of the RFP process it was determined that Teska was the recommended most qualified firm with the highest score and greatest value.
 
Funding: The professional services contract will be funded by Account 101-1840-463.32-99.
 
IMPACT STATEMENT:
The Planning and Zoning Division would anticipate that this professional service contract through the resulting Neighborhood Action Plan will have a positive impact on the City's health, welfare, overall tax base and viability
 
RECOMMENDATIONS:
Staff recommends approval of the Resolution Authorizing a Professional Service Contract with Teska Associates, Inc. for Neighborhood Planning Consulting Services.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, ,the City of Aurora seeks to engage a professional planning consulting firm to assist with the Aurora Neighborhood Planning Initiative process; and
 
WHEREAS, Teska Associates, Inc. has submitted a proposal in the amount not to exceed $25,000.00 for said services, included herein as Exhibit "A"; and  
 
WHEREAS, this item shall be funded from Account 101-1840-463.32-99 in an amount not to exceed $25,000.00; and
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby authorize the execution of the professional service contract with Teska Associates, Inc.  as included herein as Exhibit "A".
