SUBJECT:

Approve resolution for $178,137.00 from NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, to extend the City of Aurora’s fiber optic cable plant from the south west side of Diehl Road at Eola Road to the south east side of Diehl Road at Eola Road.  The pricing is based on Kane County Bid 23-018 Fiber Optic Support Services awarded on June 12, 2018.

PURPOSE:

Extend the City of Aurora’s fiber optic cable plant from the south west corner of Diehl Road at Eola Road to the south east corner of Diehl Road at Eola Road to service:

1) OnLight Aurora current and future customers to promote economic development in the I-88 technology corridor and surrounding areas.

2) Provide fiber present on the south east side of Diehl Road at Eola road for secondary fiber exchange with Naperville for redundancy and disaster recovery of public safety municipal services and DuPage County Traffic Management System (TMS).

BACKGROUND:

Due to the congestion of public utilities including a high pressure gas line in the proximity of the intersection of Diehl and Eola Road near the Chicago Mercantile Exchange and Cyrus One facilities, it is very difficult to obtain an approved work permit.  Based on results of an engineering study recommended by Mary Garza, Engineering Division, the installation of a one-time six-duct package installed will provide a solution for remediation and address current and future capacity needs to reach the east side of the intersection.

DISCUSSION:

OnLight Aurora, the non-profit agency managing the City's fiber network in accordance with the Master License Agreement, already has customers that are in need of fiber service at this intersection and south on Eola on both the west and east side.  This proposal will allow the City’s fiber plant to be extended in this area, with sufficient conduit capacity that OnLight Aurora can offer existing conduit to customers without needing to do another engineering study and permit application.  This proposal will also allow the City of Aurora to have fiber present on the south east side of Diehl Road and Eola Road that can be used as a secondary meet me point for a backup fiber connection to Naperville.  This will also give the City of Aurora TMS a potential meet me location for the DuPage County TMS.

The ground is too hard to start work in 2018 therefore work will commence in Q1/Q2 2019 weather permitting.

Pursuant to 820 ILCS 130/4 Prevailing Wage Act there will be a 4% increase on all material, and construction labor for work completed in 2019.

NTI labor and equipment rates will remain consistent to the Kane County/COA contract agreement (see attached).

Funds available in 2018 CIP; Project #C104; Account 353-1380-419.73-86 with a balance amount of $416,766.00.

IMPACT STATEMENT:

This request will have a positive impact on economic development by allowing existing and future commercial users to the City of Aurora’s fiber network through OnLight Aurora, and provide an additional location to potentially connect to Naperville and DuPage County for redundancy and disaster recovery enhancing public safety.

RECOMMENDATIONS:

Approve resolution for $178,137.00 from NTI National Technologies, 1350 West Washington Street, West Chicago, IL 60185, to extend the City of Aurora’s fiber optic cable plant from the south west side of Diehl Road at Eola Road to the south east side of Diehl Road at Eola Road.
