SUBJECT:

A resolution to award the 211-221 Gale Street Sanitary Service Relocation Project to H. Linden & Sons Sewer and Water, Inc. located in Ward 4.

 

PURPOSE:

To provide separate sanitary services for properties that currently have a combined sanitary service that is partially located on private property.

 

BACKGROUND:

The location of this project is located along Gale Street between Woodlawn Avenue and S. Lake Street which can be seen on the location map attached as Exhibit A.  The City was previously made aware of a history of maintenance issues with the sanitary services in this area.  After some investigation, the Engineering Division determined that multiple services are tributary to two undersized 6" collector sewers located on private property.  There are separate 6" sewers that serve multiple properties on both the south and north sides of Gale Street.  These current configurations do not meet the Illinois Environmental Protection Agencies sanitary sewer design standard specifications.  The City is proposing to install new sanitary sewer extension on Gale Street and private services so that each property will have a separate service to a public sanitary sewer as required by the IEPA.  Temporary construction easements were obtained where it will be necessary to perform work on private property.  It is anticipated that each house has a lead water service that will be replaced.

 

DISCUSSION:

Five bids were received and opened on September 9, 2026.  The project bid documents are attached as Exhibit B and the bid tabulation can be seen in the attached Exhibit C.  The lowest total bid in the amount of $302,705.00 was submitted by H. Linden & Sons Sewer and Water, Inc.  The sanitary sewer improvements will be funded with account 510-4063-511-73-14 which has a 2026 budget of $6,200,000.00 (IB018). This contract is subject to the local vendor preference ordinance.  However, none of the contractors submitting bids were eligible according to the requirements listed in the ordinance.  Also included as Exhibits D & E are the H. Linden & Sons Sewer and Water, Inc. submitted bid and verification of good standing.

 

IMPACT STATEMENT:

Gale Street between Woodlawn Avenue and S. Lake Street (Illinois Route 31) will be closed to thru traffic for a couple of weeks during active construction.  There will not be a stoppage in sanitary sewer service during the duration of the project.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the installation of these sanitary services will provide separate sanitary service for houses on 211-221 Gale Street; and

 

WHEREAS, H. Linden & Sons Sewer and Water, Inc., submitted the lowest responsible bid out of 5 bids received and opened on September 9, 2026; and

 

WHEREAS, the sanitary sewer improvements ($302,7005.00) will be funded with account 510-4063-511-73-14 which has a 2026 budget of $6,200,000.00 (IB018).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Purchasing is hereby authorized to execute a contract with H. Linden & Sons Sewer and Water, Inc. in the amount of three hundred two thousand, seven hundred five dollars and zero cents ($302,705.00).
