A resolution endorsing the Legislative Action Program of the DuPage Mayor's and Manager's Conference for the 2025 Legislative Session.
PURPOSE:
A resolution endorsing the Legislative Action Program (LAP) of the DuPage Mayor's and Manager's (DMMC) allows the City of Aurora to publicly support the organization's legislative priorities along with other member communities in DuPage County.
BACKGROUND:
The City of Aurora is a member and active participant of the DMMC, with staff serving on the Board of Directors, Mayor's and Manager's Committee and the Legislative Committee. The organization works to align member municipalities on issues deemed as important so we speak with one voice when communicating with the State of Illinois. There are 35 member municipalities in the DMMC, representing over one million Illinois residents. The 2025 LAP is attached for your review (Attachment A).
DISCUSSION:
The City of Aurora endorsing the LAP provides a way for the council to stay informed on the legislative positions of some of our member organizations and communicate that information to their residents. Additionally, when working with the State of Illinois on specific issues, it provides both the city and the DMMC a comprehensive platform on legislative issues to protect and benefit our specific local interests. The 2025 LAP focuses on:
• Municipal Revenues and Unfunded Mandates
o Protection of local revenue, support of increased Local Government Distributive Funds (LGDF) and working against unfunded mandates/pre-emption of local control.
• Freedom of Information Act (FOIA) and Open Meetings Act (OMA)
o Common sense changes to FOIA, specifically adopting the federal definition of commercial requests, preserve transparency and mitigate the abuse of FOIA for entertainment and profit.
• Sustainable Public Pension Systems
o Protect public pensions and the taxpayers that fund them.
• Transportation and Infrastructure
o Preserve municipal representation in transit governance to strengthen and align regional decision-making.
IMPACT STATEMENT:
Endorsement of the LAP will benefit the City of Aurora by providing the Council and our resident's information on the legislative activities of the city and how we work to protect our resident's interests at all levels.
RECOMMENDATIONS:
It is respectfully requested this document be forwarded to the Committee of the Whole for additional discussion and deliberation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora is a member of the DuPage Mayors and Managers Conference; and
WHEREAS, the DuPage Mayors and Managers Conference develops its annual Legislative Action Program with the goal of establishing a comprehensive platform on legislative issues in order to protect and benefit the interests of its member municipalities, residents and businesses in these municipalities, and the region generally; and
WHEREAS, on November 20, 2024 the DuPage Mayors and Managers Conference Board of Directors voted unanimously to adopt its 2025 Legislative Action Program, attached hereto; and
WHEREAS, the City of Aurora will individually benefit by formally establishing positions on legislative issues affecting municipalities, thereby giving clear direction to officials and employees of the City of Aurora regarding legislative positions that may be represented in official capacity or on behalf of the municipality.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby adopts the DuPage Mayors and Managers Conference’s 2025 Legislative Action Program and includes the following legislative priorities:
1. Municipal Revenues and Unfunded Mandates
2. Sustainable Public Pension Systems
3. Freedom of Information Act and Open Meetings Act
4. Transportation and Infrastructure
BE IT FURTHER RESOLVED, that a copy of this Resolution be forwarded to the DuPage Mayors and Managers Conference, to all state and federal legislators representing the City of Aurora, to the Office of the Governor, and to department heads in the City of Aurora.
