SUBJECT:

A resolution authorizing the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics and a not-to exceed consultant agreement in the amount of $87,100 between Crawford, Murphy & tilly, Inc. (CMT) and the City of Aurora for Construction Phase Engineering Services for the Phase 2 Airfield Pavement Rehabilitation Project ARR-4648.

This resolution will also authorize the Mayor and City Clerk to execute a not-to exceed contract in the amount of $85,000 between the City of Aurora and the State-awarded low bidder  (pending the signing of the attached Agency Agreement by the City),  for Project ARR-4648 for repairs to runway 18-36 at the Aurora Municipal Airport.

 

PURPOSE:

To obtain approval to enter into an Agency Agreement with the State of Illinois and Consultant Agreement for Construction Phase Engineering Services for the Phase 2 Airfield Pavement Rehabilitation Project.  Approval is also requested to enter into a contract to make repairs to the airport's north-south runway using the state awarded contractor's unit prices.

 

BACKGROUND:

This project was programmed by the Illinois Department of Transportation's Office of Planning and Programming for federal fiscal year 2018.  Design work was performed in 2018 by CMT and the project was let by the State in April of this year and D Construction was the low bidder for the project.  In order to move forward into the construction phase, the City is required to execute an Agency Agreement with the State of Illinois, a copy of which is attached.  We will also need to execute a consultant agreement for this construction phase.  This agreement is also attached for your review.  Both agreements are standard IDOT Aeronautics agreements, however the City of Aurora Law Department is currently reviewing them for any concerns

 

This project, known as Phase 2 Airfield Pavement Rehabilitation is required to maintain the integrity of the apron/ramp and taxiway areas adjacent to the runways.

 

A decision package was approved by the City in the amount of $85,000 for repairs to runway 18-36, our intent is to use the contractor of the Phase 2 project and perform the work concurrently to take advantage of the economy of scale although both projects are funded independently of each other.

 

Runway 18-36 is our most deteriorated runway as it hasn’t been improved since the mid eighties.  This runway has been closed for over a year and is primarily used by the smaller general aviation aircraft.  The proposed patching project should be sufficient to reopen this runway, however it is in need of complete rehabilitation.

 

 

 

DISCUSSION:

The total cost for the Phase 2 Airfield Rehabilitation Project is $619,757, based on the low bid of D Construction, with our local share being $30,440.  Funds for this project have been set aside in our 2019 budget under CIP D046 in account no. 504-1810-433.73-25.

 

Through a 2019 approved decision package, $85,000 has been appropriated and set aside in account 504-1810-433.73-25 for the purpose of making runway/taxiway repairs to runway 18-36.

 

IMPACT STATEMENT:

The approval of these agreements/projects should have no negative impact to the City of Aurora and should reduce the cost of maintaining the airport's infrastructure.

 

RECOMMENDATIONS:

We respectfully request that you forward these agreements to the Building, Zoning and Economic Development Committee for their review and favorable recommendation pending the Law Department's review.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and

 

WHEREAS, the City of Aurora desires to rehabilitate the airfield pavement including aprons, taxiways and runways; and

 

WHEREAS,  the Phase 2 Airfield Pavement Rehabilitation Project (ARR 4648) will be funded by Federal, State and Local funds with the City of Aurora's local share being $30,440;  and

 

WHEREAS, pavement repairs to runway 18-36 will be made by the state awarded contractor D Construction for Project ARR 4648 and paid for by local funds in the amount of $85,000; and

 

WHEREAS, the 2019 budget provides adequate funding for both of these projects in account no. 504-1810-433.75-25.

 

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute a not-to-exceed agreement in the amount of $87,100 for Construction Phase Engineering Services with Crawford, Murphy and Tilly, Inc. and an Agency Agreement with the State of Illinois for the Phase 2 Airfield Pavement Rehabilitation Project ARR 4648.

This resolution also authorizes and directs the Mayor and City Clerk to execute a not-to-exceed contract in the amount of $85,000 with the State-awarded contractor (pending the signing of the Agency Agreement attached) using unit prices of Project ARR 4648 for the purposes making repairs to Runway 18-36.
