A Resolution awarding the Lincoln Avenue Bikeway Project to the low bidder, Mark-It Striping Inc.
PURPOSE:
To award Lincoln Avenue Bikeway Project to the low bidder, Mark-It Striping Inc.
BACKGROUND:
The City has been aiming to be a bicycle and pedestrian friendly community and as a part of it the City staff undertook and completed 2 projects Benton & Downer Bikeway project and Frontenac bikeway project in year 2014. This year the aim is to make bike friendly roads by adding enhanced safety measures to connect to regional trail and Aurora Transportation Center, hence, Lincoln Avenue Bikeway system will connect Virgil Gilman Trail at south to the Aurora Transportation Center at its northern end and will also connect to the Fox River Trail via Spring Street.
DISCUSSION:
The project will consist of Pavement Markings (Sharrows-Shared Lane Markings), Cross walk enhancements and Signage facilitating on-street bike route for users between Virgil Gilman Trail and Claim Street including Spring Street.
Two bids were received and the bid tabs are provided for your use. The low bidder was Mark-It Striping Inc. at $42,550.95
The following funds will be utilized.
GB119 Bike & Ped Enhancements 340 4460 431 73 91 $ 43,000.00
IMPACT STATEMENT:
Anticipate increased bicyclists on road.
RECOMMENDATIONS:
Staff recommends approval of award of the low bid to Mark-It Striping Inc.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City desires to be a bike and pedestrian friendly community and intends to have an on-street bikeway facility for Lincoln Avenue.
WHEREAS, two bids were received through the open bid process and the lowest qualified bid was from Mark-It Striping Inc. in an amount of $42,550.95.
WHEREAS, the City of Aurora FY 2015 Budget provides funding by way of the following accounts:
GB119 Bike and Ped Enhancements 340 4460 431 73 91 $ 43,000.00
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: awards the Lincoln Avenue bikeway project to the low bidder in the amount of $42,550.95, Mark-It Striping Inc.
