A Building, Zoning, and Economic Development Committee Resolution Approving a Revision to the Final Plat for Lot 7 and Lot 8 of Fermi Corporate Park, Phase II, Located at 1611 and 1621 Emily Lane, Establishing Lot 1 of the Gripple Subdivision (Gripple, Inc. - 19-0958 / AU01/2-18.231-Fsd/Fpn/R - SB - Ward 1)  

 

PURPOSE:

The Petitioner, Gripple, Inc., is requesting approval of a Final Plat Revision to Lot 7 and Lot 8 of Fermi Corporate Park, Phase II, for consolidation of the two existing lots into a single lot that will be approximately 2.75 acres.  

 

BACKGROUND:

The subject property is zoned PDD, Planned Development District.  It is located in the Farnsworth International development district.  The property located at 1611 Emily Lane maintains an existing building that is approximately fifteen thousand, three hundred (15,300) square feet, and which is presently occupied by the Petitioner.  The adjacent property, 1621 Emily Lane, is an approximately 1.4 acre vacant lot.  Additional information on the legislative history of the property can be found in the attached Property Research Sheet.

 

The Petitioner is requesting approval of a Final Plat Revision for the subject property to consolidate the two separate lots into Lot 1 of the Gripple Subdivision.  The newly established lot will be approximately 2.75 acres.

 

Concurrently with this proposal, the Petitioner is requesting approval of a Final Plan Revision for a Business and Professional, Office (2400) use and a Warehouse, Distribution, and Storage Services (3300) use.  Details of the request include expansion of the building by approximately twenty-three thousand, two hundred (23,200) square feet, increasing the building's footprint to approximately thirty-eight thousand, six hundred (38,600) square feet.  There will be eighty-seven (87) parking spaces.  The building will be twenty-nine (29) feet tall at its highest point.  The addition will be built from precast concrete, which will be consistent with the existing building's material and style. 

 

DISCUSSION:

Staff has reviewed the Final Plat Revision petition and have sent comments back to the Petitioner based on those submittals.  The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exceptions of the items reflected in the conditions listed in the Staff Recommendation below. 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

 

41.1 (1):                     To promote attractive, well-maintained industrial and office-research areas

                                          through landscaping and site design.

41.1 (2):                     To promote a balanced distribution of industries within the City.

51.1 (3):                     To actively promote and pursue the retention of businesses and industries

                                          presently located within the city of Aurora.  

 

RECOMMENDATIONS:

The Planning Commission recommended CONDITIONAL APPROVAL of the Building, Zoning, and Economic Development Committee resolution approving a revision to the Final Plat for Lot 7 and Lot 8 of Fermi Corporate Park, Phase II, Located at 1611 and 1621 Emily Lane, Establishing Lot 1 of the Gripple Subdivision, with the following conditions:

 

1) That all of the review comments per the Engineering Department be addressed prior to approval of the Final Engineering Plans.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated October 15, 2019, Gripple, Inc., filed with the City of Aurora a petition Requesting approval of a Final Plat Revision, Consolidating Lot 7 and Lot 8 of Fermi Corporate Park, Phase II Subdivision, located at 1611 and 1621 Emily Lane, Establishing Lot 1 of Gripple Subdivision, and related required documents as attached hereto as Exhibits "A”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission, on November 6, 2019, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, on November 13, 2019, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, the decision of the Building, Zoning and Economic Development  with respect to a final plat Committee is subject to appeal to the City Council in the manner set forth in the City of Aurora Subdivision Control Ordinance; and

 

WHEREAS, no person authorized under City of Aurora Subdivision Control Ordinance to appeal such decision having done so in the manner set forth in the Ordinance, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed final plat; and 

 

NOW, THEREFORE, BE IT RESOLVED that the Building, Zoning, and Economic Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plat with the following conditions:

 

1) That all of the review comments per the Engineering Department be addressed prior to approval of the Final Engineering Plans.

 

BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development  Committee of the City of Aurora hereby adopts the Final Plat and related required documents as attached hereto as Exhibit "A" Final Plat along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
