Requesting approval to extend the October 16, 2017 agreement with AT&T three (3) for contracts that will expire 10-16-2020 in the amount of $34,741 annually that will be paid in 12 monthly payments.
PURPOSE:
These contracts with AT&T provide services for all inbound and outbound landline telephone from City locations. Attached are the three (3) contracts to be extended along with the three (3) original signed contracts. The extension amendments provide services 10-16-2020 through 10-16-2023.
BACKGROUND:
These contracts establish costs for services that provide landline telephone connectivity from City locations to the nearest AT&T location. These contracts also include reserving the City's 3000 Direct Inward Dial (DID) telephone numbers. The new contract term is for 36 months and allows for migration to AT&T Session Internet Protocol (SIP) services at no additional cost. The City's telephone system currently uses (5) Primary Rate T1 circuits, split up into (3) contracts that provide physical terminations to several City building locations. This provides the City with the geographic redundancy necessary to ensure high availability of telephone landlines.
DISCUSSION:
The funds are available in account 101-1380-419.44-01 with an annual budget of $50,400.00.
The vendor has no outstanding debt with the City.
IMPACT STATEMENT:
These governmental contracts offer the City a substantial discount, without renewing the extensions, our costs would increase 10 times our discounted rate.
As stated above AT&T offers an upgrade, without early termination fees, to the latest of SIP (Session Internet Protocol). This would provide City landline services by means of the Internet versus a dedicated telephony-only circuit.
RECOMMENDATIONS:
Approve the proposed extension the October 16, 2017 agreement with AT&T for three (3) contracts that will expire 10-16-2020 in the amount of $34,741 annually.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, AT&T is the sole source for these contracts; and
WHEREAS, AT&T has submitted the contracts amendments to extend service at established governmental discounted rates; and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
WHEREAS, AT&T has submitted the contracts amendments to extend service at established governmental discounted rates; and
WHEREAS, funding is budgeted for in account 101-1380-419-44.01 with an annual budget of $50,400.00; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approves the proposed extension the October 16, 2017 agreement with AT&T for three (3) contracts that will expire 10-16-2020. The extension amendments provide services 10-16-2020 through 10-16-2023 in the amount of $34,741 annually.
