A resolution to award the Fox Valley Center Drive Water Main Replacement project to Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 located in Ward 10.
PURPOSE:
To replace the 12" water main along the northeast quadrant of Fox Valley Center Drive between Entrance No. 6 off of E. New York Street and Entrance No. 1 off of Illinois Route 59 which has a history of breaks.
BACKGROUND:
The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map. This section of 12" water main on Fox Valley Center Drive recently experienced several breaks over a weekend in August which caused several restaurants to temporarily close while the water main was being repaired. The water shut down area was more extensive than initially planned because there are a limited number of valves in the area and some of those did not operate properly. The existing water main was found to be in a fragile condition with an additional repair occurring during the completion of the first repair. This replacement project is being expedited through the bidding and approval process so that construction can occur this year to prevent another break from happening over the winter. The project is proposed to be completed using directional drilling methods to limit the disturbance to the public and businesses. Closures of entrances to the businesses will be kept to a minimum.
DISCUSSION:
Five bids were received, opened, and read aloud on September 18, 2018. The bid tabulation can be seen in the attached Exhibit B. The lowest responsible bid in the amount of $675,317.75 was submitted by Swallow Construction Corporation. The water main improvements will be funded with account 510-4058-511-73-02 which has a 2018 budget amount of $4,429,700.00. Also included as Exhibits C & D are the advertisement for bid and Swallow Construction Corporation's submitted bid.
IMPACT STATEMENT:
There will be lane closures of Fox Valley Center Drive during the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses to minimize impact. Closures of entrances to the businesses will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address a section of water main along the northeast quadrant of Fox Valley Center Drive between Entrance No. 6 off of E. New York Street and Entrance No. 1 off of Illinois Route 59 which has a history of breaks;
WHEREAS, Swallow Construction Corporation submitted the lowest responsible bid out of 5 bids received, opened and read aloud on September 18, 2018;
WHEREAS, the water main improvements have been funded in the 2018 budget within account 510-4058-511-73-02.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 in the amount of six hundred seventy-five thousand, three hundred seventeen dollars and seventy-five cents ($675,317.75).
