An Ordinance Repealing Section 33-8 of the City of Aurora Code of Ordinances
PURPOSE:
To obtain authorization to repeal Section 33-8 "Police Cadet Program" of the City of Aurora Code of Ordinances.
BACKGROUND:
Section 33-8 "Police Cadet Program" of the City of Aurora Code of Ordinances describes the Police Cadet Program.
DISCUSSION:
As a result of discussions with the Police Department, it is our joint position that the Police Cadet Program is more appropriately handled administratively rather than by a permanent city code provision. This will allow for more flexibility in updating the program as needed. The program description is not policy and there are no other similar program descriptions in the City of Aurora Code of Ordinance..

That the City Council give authorization to repeal Section 33-8 "Police Cadet Program" of the City of Aurora Code of Ordinances.

An Ordinance Repealing Section 33-8 of the City of Aurora Code of Ordinances.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Section 33-8 of the Aurora City Code, “Police Cadet Program,” sets forth a number of requirements for entry into and participation in the City’s Police Cadet Program; and
WHEREAS, the Police Department has recommended that in order to provide greater flexibility in the management of the Cadet Program, it is appropriate to have the regulations of the Cadet Program adopted, administered, and revised administratively; and
WHEREAS, the City Council concurs in this recommendation and therefore concludes that it is reasonable to repeal Section 33-8 of the City Code)
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, as follows:
Section One: Repeal. That Section 33-8 of the City of Aurora Code of Ordinances, “Police Cadet Program,” is hereby repealed.
Section Two: That this ordinance shall be in full force and effect, and shall be controlling, upon its passage and approval.
Section Three: That any section or provision of this ordinance that is construed to be invalid or void shall not affect the remaining sections or provisions which shall remain in full force and effect thereafter.
