SUBJECT:

Resolution Authorizing the Purchase of Two (2) 2016 Wheeled Coach Ford F-450 Type I Ambulances for the Amount of $478,722.00 from Fire Service Inc.

 

PURPOSE:

To purchase two (2) 2016 Wheeled Coach Ford F-450 Type I ambulance, from Fire Service Inc.  One unit is to increase the number of ambulances proving service to the City of Aurora by staffing a new ambulance at Aurora Fire Station # 7 and the 2nd unit is to replace AFD Medic 8 (2014) that was recently damaged beyond repair in an accident

 

BACKGROUND:

The Aurora Fire Department has been authorized to increase the amount of ambulances proving service to the COA by staffing a new ambulance at fire station # 7 when the replacement station is complete. The second ambulance is needed to replace an ambulance that is not repairable after being involved in an accident in late December.

 

DISCUSSION:

Fire Service Inc. is the area dealer for the Wheeled Coach brand ambulance. The City of Aurora purchased one Wheeled Coach ambulance from Fire Service Inc. in 2016, that contract (paragraph 10) with Fire Service Inc, allows for purchase of additional units to this contract. We request the ability to exercise this right and purchase additional ambulances based on that language. Funds ($233,723.00 are available in account # 353-3033-422.75-30 for Medic 7 for this purchase and ($244,999.00) in account # 601-0000-410.40-75 for the damaged ambulance replacement.

 

IMPACT STATEMENT:

By purchasing a multiple units early in 2017, we will avoid Ford chassis price increases that are common later in the production year and take advantage of an $11,226.00 multiple unit discount. We will also minimize the impact of the loss of Medic 8 by replacing it prior to our busy time of the year for EMS transports.

 

RECOMMENDATIONS:

That the finance Committee accept the tag on bid (paragraph 10) from Fire Service Inc. to purchase Two (2) 2016 Wheeled Coach, Ford F-450 Type I ambulances from them in the amount of $ 478,722.00 and authorize the purchase for the Aurora Fire Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department has been authorized to increase the number of ambulances to maintain critical levels of response time and emergency services and replace an ambulance that was damaged beyond repair; and

 

WHEREAS, In 2016 the City of Aurora purchased a 2016 Wheeled Coach Ford F-450 type 1 ambulance for the Aurora Fire Department from Fire Services, Inc., St. John, Indiana, that contract included language that allowed a “tag on” for additional purchases; and

 

WHEREAS, Fire Services, Inc., has documented the 2016 Ford F-450 chassis is currently available and applicable costs. Funds are available in the 2017 COA budget account # 353-3033-422.75-30 for new Medic 7 and account # 601-0000-410.40-75 for replacement Medic 8.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase of Two (2) 2016 Wheeled Coach Ford F-450 type 1 ambulances from Fire Services, Inc., St. John, Indiana in the amount of $478,722.00 for the Aurora Fire Department and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same
