A resolution authorizing payment of the annual software agreement with Everbridge, Pasadena, CA in the amount of $38,900.00 for their resident and staff notification platform.
PURPOSE:
The purpose of this software platform is to provide a system for both resident and employee emergency and non-emergency notifications.
BACKGROUND:
The City has used several different platforms for this function during the last five years. Code Red was the last product we used and it had several limitations. It used a pay per use pricing model that quickly became expensive depending on how many households you attempted to contact. It was also extremely limited in the ways that notifications could be sent. With the expiration of our Code Red contract we began evaluating other options in 2016. We engaged Everbridge initially on a 6 month trial agreement. The Everbridge platform allows us to use text messaging, email, home phone and cellular devices for multiple people within a household. The system automatically uses a person's devices in a priority order they can set. This allow us to get the message delivered successfully during both emergency and non-emergency situations. I have attached product data sheets for your background.
DISCUSSION:
Funding for this purchase was primarily budgeted within Emergency Management:

IMPACT STATEMENT:
The City will leverage the capabilities of the Everbridge system to enhance our ability to communicate with both staff and the residents of the City of Aurora. Our agreement with Everbridge allows the system to be grown to support other entities and organizations.
RECOMMENDATIONS:
I would ask the members of City Council to authorize payment of our annual agreement with Everbridge, Pasadena, CA in the amount of $38,900.00 for their hosted resident and staff notification platform

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora began using the Everbridge platform for notifications in the fourth quarter of 2016
WHEREAS, The Everbridge platform allows for unlimited communications without additional fees.
WHEREAS, if required your last whereas statement should reference the section of code that allows your action (i.e. pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and that failure to act promptly hereunder may likely result in a substantial increase in cost thereof to be borne by the city. )
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the software agreement with Everbridge, Pasadena, CA in the amount of $38,900.00 for their resident and staff notification platform is hereby approved.
