SUBJECT:
Requesting approval for St. Nicholas Church to have a Music Festival as part of their Kermes 2015 Summer Fest event to be held on the parish grounds on June 27th and 28th, 2015.
PURPOSE:
St. Nicholas Church, located at 308 High St., will be holding their Summer Fest event on Saturday, June 27th and Sunday, June 28th, 2015. As part of this event, St. Nicholas Church would like to have live musical entertainment, which requires City Council approval prior to the issuance of a permit.
BACKGROUND:
This yearly event will include musical groups, including food, and games.
DISCUSSION:
Our office has received a completed application for this event, including a certificate of insurance, event layout, performance bond, and certificates of completion of Crowd Management training courses. St. Nicholas has also submitted an application for an assembly operational permit, and an inspection of the site will be conducted prior to the event.
As in previous years, the event will take place in the parking lot of the church, at 308 High St. The hours of operation for the Festival will be from 10:00 a.m. to 8:00 p.m., and the music will be played from 12:00 noon to 8:00 p.m. on Saturday, June 27th, and from 12:00 noon to 8:00 p.m. on Sunday, June 28th.

RECOMMENDATIONS:
It is my recommendation that this item be referred to the Government Operations Committee for their next meeting on May 12th, 2015. This will ensure review and passage by the City Council prior to their event.

A Resolution approving the issuance of a music festival permit to St. Nicholas Church, 308 High St., for Saturday June 27th, 2015 from 10:00 a.m. to 8:00 p.m., and Sunday June 28th, 2015, from 10:00 a.m. until 8:00 p.m.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, St. Nicholas Church will be holding their Annual Summer Fest during the weekend of June 27 and June 28, 2015 and has applied for a Music Festival permit in conjunction with their Summer Fest, with music being allowed from 12:00 noon until 8:00 p.m. on June 27th, and 12:00 noon to 8:00 p.m. on June 28th, 2015; and
WHEREAS, the organizers of this event have filed all appropriate documentation and paid all applicable fees required for the issuance of said permit; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a Music Festival permit be issued to St. Nicholas Church, 308 High St, for June 27th, 2015 from 12:00 noon until 8:00 p.m., and June 28th, 2015 from 12:00 noon until 8:00 p.m.
