SUBJECT:

Resolution to Reject All Bids for the Orchard Road Separation Barrier Repair.

 

PURPOSE:

To obtain City Council approval to reject all bids received for the Orchard Road Separation Barrier Repair.

 

BACKGROUND:

Due to the volume of traffic and the relative proximity of residential and business developments along Orchard Road, the City previously constructed a treated lumber fence to creation a separation barrier.  Over time, the fence has deteriorated, reducing the effectiveness of the separation it is intended to provide.

 

This project includes the repair of the posts, rails, face boards, plated corner braces, and other related items as required by the engineer.

 

DISCUSSION:

The contract to perform the Orchard Road Separation Barrier Repair was advertised on July 16, 2017, and bids were opened on August 2, 2017.  Only one submittal was received.

 

The bid received was for $133,700. This was significantly higher than the originally estimated cost of $50,000 for construction for the project.

 

As such, the Engineering Department is recommending that all bids be rejected and the repairs proposed for this project be performed in-house by City staff.

RECOMMENDATIONS:

That the Mayor and City Council authorize the Director of Purchasing to reject all bids received on August 2, 2017 for the Orchard Road Separation Barrier Repair.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Engineering Department believes that it is in the best interests of the City  of  Aurora to reject  all  bids  received  on  August 2,  2017  for the Orchard Road Separation Barrier Repair project.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Hereby authorizes the Director of Purchasing to reject all bids received on August 2, 2017 for the Orchard Road Separation Barrier Repair project.
