SUBJECT:

Resolution authorizing the Chief of Police to sign intergovernmental agreements between the City of Aurora and other local public safety agencies for radio interoperability for mutual aid purposes.

 

PURPOSE:

Allows the City of Aurora, through the Aurora Police Department and 911 Telecommunications Center, to share and/or received shared radio talkgroups and channels on public safety radio systems for mutual aid and interoperability purposes. During an emergency, interoperability communication between public safety agencies is key to the overall safety of an incident.

 

BACKGROUND:

Public safety agencies regularly share radio talkgroups and channels for mutual aid purposes. These intergovernmental agreements allows the City of Aurora to receive and/or share radio talkgroups and channels with other agencies.

 

DISCUSSION:

During recent after-action reviews of major incidents, the Aurora Police Department and Aurora 911 Telecommunication Center found the need to have better radio interoperability with our neighboring public safety agencies. This would greatly benefit the community by allowing other responding public safety agencies to communicate with our public safety personnel during an emergency. There is no cost for the intergovernmental agreements, they simply allow our agency to share and/or receive shared talkgroups and channels from other agencies.

 

IMPACT STATEMENT:

Approval of this Resolution will allow for the Aurora Police Department and Aurora 911 Telecommunication Center to better respond to emergencies and have radio interoperability with our neighboring cities, county and state law enforcement partners.

 

RECOMMENDATIONS:

The Aurora Police Department requests approval for the Chief of the Aurora Police Department to sign the agreements with other local agencies.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Police Department and other public safety agencies utilize two-way radios for communication; and

 

WHEREAS, for mutual aid purposes, intergovernmental agreements allow public safety users to share talkgroups and channels for mutual aid and radio interoperability purposes; and

 

WHEREAS, allowing public safety entities to communicate with each other would greatly benefit the community by allowing other responding public safety agencies to communicate with our public safety personnel during an emergency; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows:

 

Section One: That the Police Chief of the City of Aurora is authorized to execute agreements with local agencies regarding radio interoperability for mutual aid purposes.

 

Section Two: That the City Clerk shall be the record keeper of the signed intergovernmental agreements between the Aurora Police Department and local agencies.
