A Resolution to Award the 2016 MFT Street Resurfacing Projects to Geneva Construction Company and Appropriate Motor Fuel Tax funds.
PURPOSE:
To award the Construction Contract for the 2016 Arterial and Collector Resurfacing Projects and the appropriation of Motor Fuel Taxes (MFT) by IDOT Resolution.
BACKGROUND:
The city maintains nearly 1,300 lane miles of streets with a pavement wearing surface life expectancy of 20 to 25 years. Street maintenance includes resurfacing of streets along with crack filling and patching to extend the pavement life. This Construction Contract includes the resurfacing of 16.1 lane miles of Arterial & Major Collector Streets (Exhibit B), 7,465 square yards of pavement patching (Exhibit C), 26 miles of pavement striping (Exhibit D) and 150,000 Pounds of Crack Sealing (Exhibit E).
DISCUSSION:
Bids were opened and publicly read on April 27, 2016. The bid tabulation for the 2 bids received is attached as Exhibit A. The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $2,419,705.95 which is nearly 10% less than the Engineer's Cost Estimate. Geneva has successfully completed similar projects with the city in the past. We recommend awarding the 2016 MFT Street Resurfacing Projects to Geneva Construction for the unit prices submitted.
The Resolution appropriating Motor Fuel Tax funds in the amount of $2,500,000 for Maintenance is attached as Exhibit F. The 2016 City Budget provides $2,500,000 in account no. 203-4460-431.76-09 (MFT).
IMPACT STATEMENT:
Construction is expected to begin in June and be completed by September. Each street will be under construction for 4 to 10 weeks.
RECOMMENDATIONS:
I request the proposed resolutions be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to resurface the Arterial and Collector Streets as listed in the attached and incorporated as Exhibit 'B'; and
WHEREAS, it is necessary and desirable to patch, stripe and seal cracks on city streets as listed in the attached and incorporated as Exhibits 'C', 'D' and 'E'; and
WHEREAS, bids were received and publicly opened and read on April 27, 2016 with bid tabulation attached hereto and incorporated as Exhibit 'A'; and
WHEREAS, Geneva Construction Company, P.O. Box 998, Aurora, IL 60507 was the lowest responsible bidder in the amount of Two Million Four Hundred Nineteen Thousand Seven Hundred Five Dollars and Ninety Five Cents ($2,419,705.95); and
WHEREAS, State Motor Fuel Tax funds will be utilized for this project and the MFT Resolution appropriating these funds is attached hereto and incorporated as Exhibit 'F'; and
WHEREAS, the 2016 City Budget provides $2,500,000 in account no. 203-4460-431.76-09 (MFT))
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor is hereby authorized to execute a contract with Geneva Construction Company for the unit prices shown within the bid as set forth in Exhibit 'A' and the City Clerk is authorized to sign the Motor Fuel Tax Appropriation as set forth in Exhibit 'F'.
