2019 Police Squad Car Replacement Purchase
PURPOSE:
To obtain authorization to purchase an additional eight (8) replacement Utility Interceptor squad vehicles for the Aurora Police Department.
BACKGROUND:
Aurora Police personnel utilize squad cars to conduct daily law enforcement duties. Eight (8) replacement vehicles were initially approved for purchase in the 2019 budget, but it was later determined that in order to sustain the proper police vehicle service life intervals and reliability, that an additional eight (8) replacement vehicles would be required.
DISCUSSION:
The City of Aurora participates in the Suburban Purchasing Cooperative (SPC) for the purchase of replacement and additional vehicles. This program bids vehicles for purchase allowing the City to satisfy our own bidding process with less effort and using a greater purchasing power to get lower prices
Currie Motors, located at 10125 W. Laraway Rd., Frankfort, IL 60423 is the approved Ford Police Interceptor Utility dealer under SPC contract #152. Due to the use of the cooperative purchasing program, local preference does not apply.
I am requesting authority to purchase eight (8) replacement squad cars in an amount not to exceed $296,784.00, which will increase the total 2019 replacement police vehicle count to sixteen (16). The outgoing vehicles will be sold at auction and depending on placed bids, could yield an estimated total amount of approximately $18,079.00 (based on current market values).
A budget amendment was completed for this purchase. Monies for this purchase will be drawn from the following accounts:
255-3536-421.66-01 $148.392.00 ($150,000.00 budgeted) Four(4) marked units
255-3536-421.66-02 $148,392.00 ($150,000.00 budgeted) Four(4) unmarked units
A copy of the SPC contract, order form, and vehicle retirement list is attached.
Currie Motors has no outstanding debt with the City
IMPACT STATEMENT:
The purchase of an additional eight (8) replacement vehicles will reduce the maintenance and repair costs and improve the reliability of the Aurora Police fleet.
RECOMMENDATIONS:
That the City Council adopts a resolution to purchase eight (8) additional replacement squad cars from Currie Motors using the Suburban Purchasing Cooperative in the amount of $296,784.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora participates in the Suburban Purchasing Cooperative for the purchase of replacement and additional vehicles; and
WHEREAS, eight (8) additional replacement police vehicles have been requested for replacement in 2019, and
WHEREAS, Currie Motors, located at 10125 W. Laraway Rd., Frankfort, IL 60423 is the approved Police Interceptor Utility dealer under SPC contract #152, and
WHEREAS, Monies for this purchase will be drawn from accounts: 255-3536-421.66-01 $148,392.00 ($150,000.00 budgeted), and 255-3536-421.66-02 $148,392.00 ($150,000.00 budgeted), and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the City Council adopts a resolution to purchase eight (8) replacement squad cars for the Aurora Police Department from Currie Motors, using the Suburban Purchasing Cooperative, in the amount of $296,784.00. The Purchasing Director shall issue the necessary purchase orders.
