A Resolution for the Acceptance of Bid Pricing from Various Contractors for Center Island Landscape Maintenance for the Street Department.
PURPOSE:
To obtain City Council approval to accept bids for a one (1) year contract with optional three (3) 1-year extensions upon mutual consent from contractors for center island maintenance for City owned islands/medians.
BACKGROUND:
There are several medians and center islands the City is responsible for ongoing maintenance. Landscape maintenance has previously been provided by private contractors. To maintain the highest level of service in previous years, contracting outside services is necessary to augment City crews.
DISCUSSION:
The City solicited request for proposal for "Streets Center Island Landscape Maintenance" for City center islands and received bids from three companies. After checking references and receiving favorable responses, the following three contractors highlighted in yellow on the attached bid tabulation are being recommended.
Langton Group, Woodstock, IL List: A, B
Cox Landscaping, Yorkville, IL List: C
The Street Department will be utilizing the Landscape Maintenance services of these contractors and have appropriated monies for these expenditures in the following account: 101-4060-431.38-34. The total amount spent each year is weather dependent. The 2023 budget for the accounted listed is an estimated $30,000.00.
This bid was subject to the Local Preference Ordinance. However, no local vendors submitted bids.
IMPACT STATEMENT:
Lack of maintenance would result in large number of residential complaints.
RECOMMENDATIONS:
That the City Council approve the acceptance bid from contractors for Streets Center Island Landscape Maintenance (Bid 23-12) for various City owned center island parcels for a one (1) year contract with optional three (3) additional one-year extensions for the Street Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, bids were advertised, received and opened publicly (Bid 23-12) for Streets Center Island Landscape Maintenance services of various locations citywide for the Division of Streets 2023 landscaping season with an option of three (3) one-year extensions upon mutual consent; and;
WHEREAS, two of three contractors submitting proposals are being recommended, awards are being made to Langton Group and Cox Landscaping, and;
WHEREAS, the Division of Streets will be utilizing these contractors have appropriated monies these for these expenditures in the following account:
101-4060-431-38.34.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby accept the bids from, Cox Landscaping, Yorkville, IL. And Langton Group, Woodstock, IL. For the Division of Streets 2023 Landscaping season with an option of three (3) one-year extensions upon mutual consent and does hereby further authorize its Purchasing Director to issue the necessary orders to implement the same.
