SUBJECT:
A Resolution authorizing the City Clerk to maintain all original copies of leases involving City property.
PURPOSE:
The purpose of this resolution is to centralize where leases are kept. If a department is looking for a lease involving City property, there will be a central location rather than contacting a few different departments.
BACKGROUND:
Previously, the original leases were kept with the department working with a certain building the City owned. This could mean that Economic Development, the Law Department, or Fleet and Facilities may have a copy of a lease for a certain property.
DISCUSSION:
Storing the original leases on City buildings and properties with the Clerk will benefit the City. It will save time for employees searching for leases. Additionally, centralizing the paperwork prior to implementing the new database software, should save time and resources.
IMPACT STATEMENT:
The approval of this resolution would allow a streamlined, central location for the leases.
RECOMMENDATIONS:
We respectfully request that this item move forward to City Council for review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, leases of City-owned properties are currently held with various departments throughout the City; and
WHEREAS, providing a centralized location for storing leases of City-owned property at the City Clerk's Office will lessen confusion on where to store the leases and simplify locating City-owned property leases.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Clerk's Office shall be the official record keeper of all original leases for City-owned properties.
