A Resolution Approving a Revision to the Final Plan on Lot 1, Lot 14, Lot 15, and Lot 16 for Phase Two of Fermi Corporate Park Subdivision, Located at 2801 Beverly Drive for a Business and Professional, Office (2400) and Warehouse, Distribution and Storage Services (3300) Use (Vermeer Midwest - 18-0223 / BA36/4-17.259-Fpn/R - SB - Ward 1)
PURPOSE:
The Petitioner, Vermeer Midwest, is requesting approval of a Final Plan Revision for Lot 1, Lot 14, Lot 15, and Lot 16 of Fermi Corporate Park Subdivision Phase Two at 2801 Beverly Drive for a Business and professional, office (2400) and Warehouse, Distribution and Storage Services (3300) Use, details of which include building additions for these uses, as well as expanded areas for machinery storage.
BACKGROUND:
The subject property is located at 2801 Beverly Drive, and is currently utilized by the Petitioner, Vermeer Midwest, for machinery rental, storage, and maintenance facilities. There is also existing space on site for office usage. The subject property is 9.27 acres, and is zoned PDD, Planned Development District. It is located in the Farnsworth International District. The previous Final Plan was approved as PDFNL2009-002, on January 15th, 2009. Additional information on the legislative history of the property can be found in the attached Property Research Sheet.
Details of this Final Plan Revision request include the construction of two additions to the existing facilities on the property. The existing, two-story office facility will be expanded with an approximately 5,000 square foot addition on the north; and, the existing industrial warehouse will be expanded with an approximately 10,400 square foot addition to the south. The existing building is approximately 38,000 square feet. The existing drive aisle to the north of the building and the parking lot to the west of the office building are being repaved to ensure that the minimum parking requirements and needs are met.
In addition, the current parking area for machine storage is located on Lot 1, Lot 16, and part of Lot 14. With this Final Plan Revision request, this machine storage area is being expanded to include Lot 14 and the remaining areas of Lot 15. The Petitioner has also taken steps to provide screening for this storage area utilizing screening, landscaping, and a berm, along the entire expanded area's frontage.
DISCUSSION:
Staff has reviewed the Final Plan Revision petition and have sent comments back to the petitioner on those submittals. The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The Staff's Evaluation and Recommendation are based on the following Physical Development Policies:
14.1 (4): To encourage quality site design throughout the City of Aurora.
41.1 (2): To promote balanced distribution of industries within the City.
51.1 (6): To promote the location and expansion of commercial activities within
the City consistent with the Comprehensive Plan.
RECOMMENDATIONS:
The Planning Commission recommended CONDITIONAL APPROVAL of the resolution approving a revision to the Final Plan on Lot 1, Lot 14, Lot 15, and Lot 16 for Phase Two of Fermi Corporate Park Subdivision located at 2801 Beverly Drive, for a Business and Professional, Office (2400) use, and Warehouse, Distribution, Storage Services (3300) use with the following conditions:
1) That the documents be revised to incorporate the Fire Marshall's comments included in the Fire Prevention review memo date March 27, 2017.
2) That the documents be revised to incorporate the Staff comments included in the Planning & Zoning review memo dated March 29, 2017.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated March 8, 2018, Vermeer Midwest, filed with the City of Aurora a petition Requesting approval of a Final Plan Revision for Lot 1, Lot 14, Lot 15, and Lot 16 of Fermi Corporate Park Subdivision Phase Two at 2801 Beverly Drive for a Business and professional, office (2400) and Warehouse, Distribution and storage services (3300) Use and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-3”; and
WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on April 4, 2018, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and
WHEREAS, on April 12, 2018, the Planning and Development Committee of the Aurora City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended APPROVAL of said petition; and
WHEREAS, the recommendation of the Aurora Planning and Development Committee is subject to appeal by the petitioner or a member of the Aurora City Council within the required appeal period which expires on April 18, 2018 at 5:00 p.m.; and
WHEREAS, the petition was not appealed by any of the aforementioned individuals this Resolution shall serve as final action on the Final Plan; and
NOW, THEREFORE, BE IT RESOLVED that the Planning and Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan; and
BE IT FURTHER RESOLVED that Planning and Development Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
