Authorizing An Amendment to the 2013 Fence/Landscaping Improvement Program and Continue the Ward 2 Fence/Landscaping Improvement Program in 2018 For The City Of Aurora.
PURPOSE:
Request to amend the 2013 Fence/Landscape Improvement Program and continue to provide assistance to the Ward 2 residents that apply and meet the guidelines for the 2018 Ward 2 Fencing Program.
BACKGROUND:
The Second Ward Committee desires to amend the 2013 Fence Program to include the guidelines (see attached), including without limitation, remove installment requirement and keep lien agreement in place until such time the property is sold and/or changes title (see attached) and to re-implement the same program in 2018.
DISCUSSION:
The Various Vendors will be paid from the Ward 2 Special Programs Account 312-1350-419.50-99 and not to exceed Twenty-Five Thousand Dollars ($25,000.00).

A Resolution Amending and authorizing the continuation of the Ward 2 Fence Improvement Program for the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, A Resolution Amending and Authorizing the Second Ward Fence Improvement Program was passed on August 12, 2003, establishing a program to provide financial assistance to residents of the Second Ward who wish to remove and relocate fencing in their front yards in order to improve the appearance of their neighborhoods
WHEREAS, $25,000.00 has been allocated for this program; and
WHEREAS, a set of guidelines has been revised to remove the installment requirement from the program, and require property owner to sign a lien for the balance to be paid upon sale of property or transfer, a copy of which guidelines is attached hereto and made a part hereof; and
WHEREAS, various vendors will be contracted to provide the work for these projects; and
WHEREAS, cost is determined by each invoice received; and
WHEREAS, funds for these projects will be allocated from each individual invoice as each application is completed and will be paid out through the Ward Two Special Programs Account 312-1350-419.50-99 and not to exceed $25,000.00 dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council of the City of Aurora, Illinois does hereby amend and authorize the continuation of the Ward 2 Fence Improvement Program for the City of Aurora to include the revision of removing the installation requirement and requires authorization to lien the property for the owners share, until such time that the property is sold and transfers owners, and does hereby further authorize its Purchasing Director to issue the necessary orders and hereby authorizes payment for same as said invoices for services rendered are received.
