A Resolution approving the purchase and installation of a digital sign for the corner of Indian Trail and Church Road in Ward 1 from Aurora Sign Company, Aurora, Illinois in the amount of $48,716.00.
PURPOSE:
To purchase and install a digital sign at Church Road and Indian Trail replacing the previous sign board that has been removed.
BACKGROUND:
The previous sign was purchased and installed in 2007 with the intent to use the sign to communicate neighborhood events and meetings in Ward 1. Letters needed to be manually changed, and this proved to be cumbersome and labor intensive; therefore, the sign was underutilized and removed.
Messages and verbiage will be managed by Public Information with input from the Ward Alderman and Police Department's Communication representative. The software will be uploaded to a desktop and the queued messages can be started and stopped remotely on cellular devices. The sign board will be used for meeting notices, City-sponsored events, Police notices and alerts.
DISCUSSION:
Four vendors responded to the bid notice. See attached Bid Tabulation 18-54. At the bid opening on October 8, 2018, the Aurora Sign Company offered the preferred software package and the lowest bid.
The bid response is attached. The specifications are as follows: 4' H x 8'W. (See attached photo). The costs include installation, concrete footings and steel support, lettering and logo, a masonry body & Limestone Caps, training, cellular data through Verizon at a cost of $104.00 per year, also includes the warranty and annual software costs for five years.
The sign can be modified for upgrades as new technology evolves. The City of Aurora has fiber within a block of the current sign location and can be utilized for future connectivity to a citywide system.
The funds are available in the sign account, 311-1004-411.38-99.
IMPACT STATEMENT:
This new digital sign coincides with the Smart City mission to enhance communication with residents.
RECOMMENDATIONS:
Recommend the Finance Committee approve the Resolution and accept the lowest bid from Aurora Sign Company in the amount of $48,716.00 to purchase and install an LED Sign at the corner of Church Road and Indian Trail in Ward One.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the current sign was purchased and installed in 2007 and the intent was to use the sign to communicate neighborhood events and meetings in Ward 1, and
WHEREAS, the previous sign was underutilized and has been removed, and
WHEREAS, the Aurora Sign Company was the lowest bidder with the preferred software package, and the funds are available in account 311-1004-411.38-99; and

WHEREAS, on October 23, 2018, the Finance Committee of the Aurora City Council reviewed said Project and the before mentioned recommendations and recommended APPROVAL of said bid; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to approve the purchase and installation of an LED Sign at the corner of Church Road and Indian Trail in Ward One to replace the previous sign and improve .
