A Resolution to Award the Contract for the Benton Street and Water Street Streetscaping Improvements to Landmark Contractors, Inc.
PURPOSE:
To award the construction contract to complete the public improvements at the intersection of Benton Street and Water Street.
BACKGROUND:
The Benton Street and Water Street intersection experiences high pedestrian crossing numbers due to the location of a public parking lot on the south side of the intersection and City buildings and activities that regularly occur north of the intersection. There are regular occurrences where vehicular traffic does not respect pedestrians properly utilizing the pedestrian walkways. Improved north and west crosswalks in conjunction with the addition of expanded planter bed islands will reduce the length of the crosswalk and improve visibility. The proposed project would include the replacement of a significant amount of unused pavement with landscaped beds. The project also includes lighting relocation, irrigation installation, storm sewer improvements and the installation of new brick pavers.
DISCUSSION:
Bids were opened and publicly read on June 26, 2024. The advertisement for bid is attached as Exhibit A. The lowest responsible bid was submitted by Landmark Contractors, Inc. in the amount of $492,293.00 which is nearly 2% below the Engineer's Estimate which can be seen in the attached Exhibit B - Bid Tabulation. This is a unique project with many items that will require multiple sequences to complete and progress will be impacted by the complexities of working downtown with many existing utilities. We have determined that these costs are appropriate and recommend awarding the contract to Landmark for the unit prices submitted. The project plans and bid document can be found as Exhibits C and D respectively. Landmark's bid is also attached as Exhibit E. Funds are available for storm sewer improvements ($40,000) in account 280-1852-512-81-23 ($1,900,000 approved 2024 budget, B037). The remainder of the streetscaping improvements will be completed using accounts 340-4030-418-65-99 ($158,000, $200,000 approved 2024 budget, A040) and a transfer from 340-1830-465-73-76 ($294,293, $3,000,000 approved 2024 budget, A055).
Local preference does apply to this bid, however no local contractor submitted.
IMPACT STATEMENT:
Construction is expected to begin in August and be completed by October. Traffic will experience delays and may be re-routed to Downer Place during certain phases.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to completed the improvements to the Intersection of Benton Street and Water Street as shown in Exhibit 'C'; and
WHEREAS, bids were received and publicly opened and read on June 26, 2024 with a bid tabulation attached hereto and incorporated as Exhibit 'B'; and
WHEREAS, Landmark Contractors, Inc., 11916 W. Main St., Huntley, IL 60142 was the lowest responsible bidder in the amount of Four Hundred Ninety-Two Thousand, Two Hundred Ninety-Three Dollars and Zero Cents ($492,293.00); and
WHEREAS, the 2024 City Budget provides funds for the project in accounts 280-1852-512-81-23 ($40,000, B037), 340-4030-418-65-99 ($158,000, A040) and 340-1830-465-73-76 ($294,293, A055).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Landmark Contractors, Inc. for the unit prices shown within the bid as set forth in Exhibit 'E'.
