A Resolution to Purchase 300 SmartPoint Transceiver Units and 300 iPerl Water Meters from HD Supply Waterworks Ltd., Carol Stream, Illinois in an Amount not to Exceed $70,000 for the Water and Sewer Division.
PURPOSE:
The Water Billing Division would like to replace the materials that are currently being used out of the Water and Sewer Division inventory for a contracted project.
BACKGROUND:
The Water Billing Division has contracted with United Meters for a cost not to exceed $25,000 in order to change-out meters and install SmartPoint Transceiver Units in an effort to assist the Meter Shop handle the appointments that have increased for change-out and installation. The SmartPoint transceiver unit is required to enable the water billing division to wirelessly read the Sensus water meter. The rate of attrition for all units prior to 2001 remains high due to battery failure.
DISCUSSION:
The cost per SmartPoint Transceiver Unit is $120.00 and is reduced between $10 - $13 based upon trading in of an older model. The cost will not exceed $110.00 each. The amount to purchase the units should not exceed $33,000.00. The cost of water meters ranges between $109.00 - $160.00. The cost to purchase the meters should not exceed $37,000.00. The SmartPoint Transceiver Unit and the iPerl Meter are proprietary Sensus products. Funding is available in the Water Billing Fund of the 2014 budget, account number 510-2560-511.65-50. HD Waterworks Supply does not have any outstanding debt with the City of Aurora.
IMPACT STATEMENT:
Customer service and satisfaction will be impacted due to the City having to estimate water bills for a minimum of two billing cycles..

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the SmartPoint transceiver is a proprietary device required to wirelessly read the Sensus iPerl water meter; and
WHEREAS, HD Supply Waterwords has submitted a quote in the amount of $120.00 per SmartPoint transceiver unit with a reduction of $10.00 to $13.00 per unit with a trade in of an older model. Purchase of the transceivers will not exceed $33,000.00; likewise pricing for the iPerl water meters was submitted ranging from $109.00 to $160.00. The purchase of the meters will not exceed $37,000.00; and
WHEREAS, the 2014 Budget account 510-2560-511.65-50 (Water Billing Fund) provides $500,000.00 for this project; and
WHEREAS, pursuant to the City of Aurora Code of Ordinances 2-335 (A)(3), HD Supply Waterworks, Ltd., Carol Stream, Illinois is the sole supplier of the desired units; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase of 300 SmartPoint Transceiver Units and 300 iPerl Water Meters from HD Supply Waterworks, Ltd., Carol Stream, Illinois in an amount not to exceed $70,000.00 for the Water and Sewer Maintenance Division and does hereby further authorize its Purchasing Division to issue the necessary orders to implement purchase of the same.
