Recommendation to accept the quotation from Vermeer Midwest, Aurora, Illinois in the amount of $36,000 for the purchase of a demonstrator stump grinder less trade-in of a SC502A stump grinder in the amount of $10,000 for a final purchase price in the amount of $26,000 for the Division of Street Maintenance.
PURPOSE:
To obtain City Council approval to purchase a demonstrator stump grinder from Vermeer Midwest.
BACKGROUND:
Due to the overwhelming number of right of way stumps needed to be ground, several years ago the City purchased an additional stump grinder to expedite removals city-wide. The older of the two stump grinders is more than 15 years old and over the past couple of years has had numerous costly repairs and no longer makes economic sense to continue to maintain and repair this unreliable stump grinder that reached the end of its useful life.
DISCUSSION:
Vermeer Midwest has quoted a like new demonstrator model SC602 stump grinder for $36,000; after negotiations, Vermeer will credit $10,000 for the City's oldest stump grinder towards the purchase price. Net purchase price to the City after trade-in credit is $26,000. Vermeer is a sole source provider for equipment manufactured by Vermeer.
Funds for this expenditure will be available in account 215-4460-431-66.10, a budget transfer is in progress.
IMPACT STATEMENT:
No impact on other Departments or Divisions, however the public will be impacted by the reduced the number of stumps that can be ground due to constant breakdowns.
RECOMMENDATIONS:
Request City Council approval to purchase a SC 602 demonstrator stump grinder from Vermeer Midwest, 2801 Beverly Drive, Aurora, Illinois 60502 for the Division of Street Maintenance in the final amount of $26,000.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Division of Streets has a stump grinder that is at the end of its useful life, and;
WHEREAS, Vermeer Midwest, Aurora, Illinois has available to sell a demonstrator model SC602 for $36,000, and the City desires to trade-in an obsolete SC502A Stump Grinder in the amount of $10,000 for a final purchase price in the amount of $26,000; and
WHEREAS, funds will be available in account 215-4460-431-66.10 for this expenditure, and;
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: accept the quotation from Vermeer Midwest, Aurora, Illinois in the amount of $36,000 for the purchase of a demonstrator stump grinder less trade-in of a SC502A stump grinder in the amount of $10,000 for a final purchase price in the amount of $26,000 for the Division of Street Maintenance and does herby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
