SUBJECT:

Request for approval for data cabling installation for the Development Services Center from Cipher Technology Solutions, Montgomery, IL in the amount of $78,168.00 for the Information Technology Division.

 

PURPOSE:

To provide and install data cabling throughout the first floor of the Development Services Center.

 

BACKGROUND:

The Development Services Center is currently going through a first floor remodel to merge the Building and Permits together with Property Standards as Phase 1. Due to the changing configuration possibilities, the data cabling was a separate project from the remodeling specifications.  The city enlisted the local vendor, Cipher Technology Solutions (CTS) to provide the city with a quote for these services.  CTS has worked on several projects for the city as both a contractor and a sub-contractor.  To ensure the quote was reasonable, the city contacted GraybaR, whose firm was awarded a nationally competitive bid through the U.S. Communities Government Purchasing Alliance, their proposal was estimated at $94,000.

 

DISCUSSION:

The Development Services Center needs the data cabling project completed in order to move in the divisions and start work from the new offices for Building and Permits and Property Standards.

 

Funding is available in account 340-4010-417.73-40 (C118).

The City Council may approve this without competitive bidding under Section 2-335(a)(6) of the City Code of Ordinances with three-fifths majority of the members holding office.

 

IMPACT STATEMENT:

If the proposal is not accepted, the opening of the Development Services Center will be delayed by at least two months.

 

RECOMMENDATIONS:

Staff requests approval for the purchase and installation of data cabling by Cipher Technologies Solutions.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Development Services Center is in need of network data cabling services; and

 

WHEREAS, the City of Aurora has been provided a quote in the amount of $78,168.00; and

 

WHEREAS, funding is available for this project in account 340-4010-417.7340 (C118)                    ; and

 

WHEREAS, under Section 2-335(a)(6) of the Aurora Code of Ordinances, any municipal work or public improvement, when the expense thereof will exceed twenty-five thousand dollars ($25,000.00), may be undertaken or constructed by contract or agreement without advertising for bids if authorized by a vote of three-fifths ( 3/5 ) of the members of the city council then holding office; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the Purchasing Director to issue purchase order to Cipher Technology Solutions for the installation of data cabling at the Development Services Center in the amount of $78,168.00.
