A resolution authorizing the Mayor and City clerk to execute a not-to-exceed agreement in the amount of $43,000 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Design Phase Engineering Services for the Airfield Pavement Rehabilitation, Phase 3 (Area 1) Project.
PURPOSE:
To obtain approval to enter into a consultant agreement with Crawford, Murphy and Tilly, Inc. to provide Design Phase Engineering Services.
BACKGROUND:
The Airport Improvement Program prioritizes the needs of the airport and is updated annually by the airport manager and the State of Illinois Department of Transportation Division of Aeronautics (IDA) with the help of our airport consultant, Crawford, Murphy and Tilly, Inc. This priority plan, otherwise known as TIPs, is then used by the airport to establish corresponding capital improvement projects (CIPs) for budgeting purposes. A copy of the current TIPs spreadsheet is attached along with a plan sheet showing the location of the actual improvements (attachment 3).
The Illinois Department of Transportation's Airport Improvement Program provides funding for projects at various airports throughout the state and has historically funded one or more projects each year at Aurora. The Illinois Department of Transportation, Office of Planning and Programming has selected the Airfield Pavement Rehabilitation, Phase 3 (Area 1) Project from our TIPs for Federal Fiscal Year 2019 (see OP&P Program Letter attached).
Crawford, Murphy & Tilly, Inc. will be providing design engineering, plan preparation and bidding documents for this project. (attachment 5)
DISCUSSION:
The total cost of this project is estimated to be $367,000 of which our local match is $18,350.
Funds for this project have been set aside in our 2020 budget under CIP D050 in account No. 504-1810-433.73-25, which has $1,092,000.
IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.
RECOMMENDATIONS:
We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
WHEREAS, the City of Aurora desires to rehabilitate the airfield pavement; and
WHEREAS, the: Airfield Pavement Rehabilitation, Phase 3 (Area 1) Project will be funded by Federal, State and Local funds with the City of Aurora's Local share being $18,350; and
WHEREAS, the 2020 budget provides funding for this project under CIP D050 in account No. 504-1810-433.73-25 which has $1,092,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute the not-to-exceed agreement in the amount of $43,000 for Design Phase Engineering Services in conjunction with the Airfield Pavement Rehabilitation, Phase 3 (Area 1) project with Crawford, Murphy and Tilly, Inc.
