A resolution authorizing the Mayor to Execute the Phase 3 Construction Engineering Services Agreement with HR Green, Inc. and the City Clerk to sign the appropriation of Motor Fuel Tax Funds for Montgomery Road and Kautz Road Traffic signal installation project MFT #22-00353-00-TL in an amount of $42,417.00.
PURPOSE:
To approve Phase 3 Construction Engineering Services agreement with HR Green, Inc. and to appropriate Motor Fuel Tax (MFT) funds by IDOT resolution.
BACKGROUND:
The project consists of installing a new traffic signal at the intersection of Montgomery Road and Kautz Road, adding exclusive right turn lane by widening the roadway on east leg (north side), sidewalk/bike path improvements, refresh striping & pavement markings, combination curb & gutter removal and replacement, adding appropriate signage, restoration and other miscellaneous work in accordance with the plans and specifications.
DISCUSSION:
HR Green to provide Phase III engineering services on a part-time basis for the installation of traffic signals at the intersection of Montgomery Road and Kautz Road. The services would include providing an on-site construction inspector during project construction, organize and attend pre-construction meeting, available to answer any questions from the contractor, coordination with City staff, residents, take notes, measuring quantities and other phase III engineering work until the completion of the project.
HR Green is familiar with Aurora’s signal system and has been involved in designing several traffic signals. Most recently, they provided exceptional construction engineering services to a brand-new signal, installed at McCoy and Cheshire intersection that was well received by the residents. HR Green’s staff availability, their expertise in traffic signal design and construction engineering services should help in completing this project on time and within budget.
IDOT requires a resolution to appropriate the MFT funds prior to their expenditure for approved projects.
The 2025 & 2026 fiscal year budget provides the funds through the following account:
GC 081 Montgomery Rd and Kautz Rd 203-4020-418-76-39 $42,417.00

RECOMMENDATIONS:
Staff recommends execution and approval of Phase III construction engineering agreement with HR Green, Inc. and to appropriate the MFT funds in the amount of $42,417.00 for MFT section no: 22-00353-00-TL.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, City desires to install a traffic signal at Montgomery Road and Kautz Road intersection.
WHEREAS, construction engineering (CE) assistance is required and HR Green, Inc. has been selected to provide CE services for this project due to their familiarity with Aurora's signal system, staff availability and for their exceptional construction engineering services that were provided with other traffic signal projects within the city.
WHEREAS, Phase III construction engineering agreement with HR Green, Inc. needs to be executed. Exhibit A attached.
WHEREAS, there is a need to appropriate Motor Fuel Tax (MFT sec no: 22-00353-00-TL) funds for this project in the amount of $42,417.00 a copy of which resolution is attached for approval.
WHEREAS, City of Aurora 2025 & 2026 fiscal year budget provides the funds through the following account:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City of Aurora authorizes the Mayor to execute Phase III construction Engineering Agreement with HR Green, Inc. (agreement attached as Exhibit A) and the City Clerk to sign the Motor Fuel Tax Resolution with Section Number 22-00353-00-TL, in the amount of $42,417.00 (IDOT resolution attached).
BE IT FURTHER RESOLVED that the Mayor and City Clerk is hereby authorized to execute any other such documents related to advancement and completion of the said project.
