A Resolution Authorizing the Execution of a Historic Preservation Grant Agreement with Sam and Larissa Melton for the property at 113 S. 4th Street (Sam and Larissa Melton - AU27/1-15.288-HP/GR - JH - Ward 2)
PURPOSE:
Attached is a resolution authorizing the execution of a Historic Preservation Grant Agreement with Sam and Larissa Melton for the property at 113 S. 4th Street in the Near Eastside Historic District. Pursuant to the Agreement Sam and Larissa Melton, will receive a 40% reimbursement up to $10,600.00 toward the renovation of the building including restoring the original wood siding, installing new cedar siding where needed, and adding crown moldings above the windows. Funding for the reimbursement will come from the Gaming Tax Fund.
BACKGROUND:
The Subject Property is located at 113 S. 4th Street and is currently utilized as a single-family residence with R-3 One Family Dwelling zoning. The property is generally located on 4th Street between Benton Street and Clark Street.
The details of the proposal includes restoring the original wood siding that was underneath replacement siding. Damaged pieces will be replaced with siding to match the original. Decorative crown moldings will be added around the windows that are similar to what is found in the Historic District Guidelines.
The property is within the Near Eastside Historic District and the primary structure is of primary significance to the district. The home was built c. 1890s and is in the Queen Anne Style. The building is owner-occupied. The applicant purchased the property in 2004. Work has already begun. Applicant choose to remove the replacement siding in order to restore the original wood siding underneath. DISCUSSION:
Staff has reviewed the grant application and have determined that it meets the applicable codes and ordinances. The proposal is consistent with the City of Aurora Historic Districts and Landmarks Guidelines. The applicant received a Historic Certificate of Appropriateness for the work in August 2015.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following section(s) of the City of Aurora Historic Districts and Landmarks Guidelines:
Chapter “Wood Siding,” Bullet A, wood siding “shall be repaired rather than replaced,” and Bullet B, wood siding “shall not be concealed beneath synthetic materials.”
Chapter “Windows,” Window cap molding detail.
RECOMMENDATIONS:
Historic Preservation Commission recommends approval of the resolution authorizing the execution of a Historic Preservation Grant agreement with Sam and Larissa Melton in an amount not to exceed 40% reimbursement up to $10,600.00 to be funded from Gaming Tax Fund account number 215-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS / GRANT/PROPERTY REHAB.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS on November 16, 2015, Sam and Larissa Melton filed with the City of Aurora a request for a Preservation Grant for certain property within the City of Aurora and the Near Eastside Historic District; and
WHEREAS, on December 2, 2015, the Historic Preservation Commission reviewed said request and recommended that the City enter into a Preservation Grant Agreement pursuant to said request; and
WHEREAS, for reasons set forth in the Preservation Grant Agreement, attached hereto and incorporated herein as Exhibit “A”, the City and Sam and Larissa Melton wish to enter into said attached Agreement for restoration work at 113 S. 4th Street; and
WHEREAS, the City Budget contains sufficient funds, in excess of the amount of $10,600.00 for this Agreement in Account Number 215-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS/GRANT/PROPERTY REHAB in order to provide all the necessary funding for the project; and
WHEREAS, on December 10, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Preservation Grant Agreement and the before mentioned recommendations and recommended APPROVAL of said Agreement; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby authorizes the Mayor and City Clerk to execute the Preservation Grant Agreement attached hereto as Exhibit "A.
