Resolution authorizing the purchase of three (3) 2024 Wheeled Coach Ford F-550 4x4 Gas Type I ambulance for $1,465,423 from Fire Service Inc.
PURPOSE:
To purchase three (3) 2024 Wheeled Coach Ford F-550 4x4 gas Type I ambulance, from Fire Service Inc. To replace a 2017 ambulance that has 86,538 miles, and a 2018 ambulance that has 62,728 miles, and reached the end of their service life as front-line vehicles as recommended by Equipment Services. The third will be for the new Medic 12, that will be a new ambulance to the fleet.
BACKGROUND:
The Aurora Fire Department routinely replaces vehicles that are nearing or have exceeded their service life for a frontline ambulance as recommended by Equipment Services. Medic 5 is a 2017 ambulance that has met the criteria for replacement. Medic 10 is a 2018 and will meet the criteria for replacement. The third medic unit will be for the new medic 12 that is due to go into service in 2025.
DISCUSSION:
Fire Service Inc. is the area dealer for the Wheeled Coach brand ambulance. The City of Aurora last purchased a Wheeled Coach ambulance from Fire Service Inc. in 2023. The Fire Service, Inc. contract with the City of Aurora contains language that allows the right to add additional units to that contract, with a guaranteed maximum mark-up (tag-on language)
After further discussion with Derrick Winston from Fleet services we changed to an F-550 4x4 chassis in 2020 because the F-450 chassis was overloaded with all the equipment we carry and the Power load cot. We would also have a savings of approximately $2,500.00 annually for tire replacement and alignments due to overloading of the chassis.
Due to lead times of up to 33 months from the time of orders being placed, we are requesting the approval to place the order now for delivery to take place in late 2024 and early 2025. The preordering has been approved by Alex Alexandrou, and Christopher Minick.
We request the ability to exercise this right and purchase additional ambulances based on that language. Funds have been approved for 2023 and will be made available in account 255-3033-422.75-30 for this purchase, with a budgeted amount of $1,314,873, this price includes the cost of the cot equipment, that may fluctuate after March 3rd, 2023. In addition, $60,000.00 has been budgeted in account 255-3033-422.3889 for the setup of the vehicles for a total price $1,374,873. Expenses for the needed medical equipment for the new Med12 are This makes for a approximately $7,000 of expendable supplies (255-3033-422-65.26) and $83,550.00 for medical equipment (255-3033-422-65.27) total package cost of $1,465,423
IMPACT STATEMENT:
Maintaining a safe and dependable emergency response fleet enhances the ability of the Aurora Fire Department to provide emergency medical services to the citizens of Aurora. As vehicles increase in age and mileage, their dependability decreases, and the cost of maintenance of the vehicle increases dramatically.
RECOMMENDATIONS:
That the finance Committee accept the tag on bid from Fire Service Inc. To purchase three 2024 Wheeled Coach, Ford F-550 4x4 gas Type I ambulance from them in the amount of $1,374,873, as well as necessary medical equipment and garage setup, with a total cost of $1,465,423.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Aurora Fie Department has been authorized to replace and add ambulances on a schedule designed to maintain critical levels of response reliability and emergency services; and
WHEREAS, Two of the ambulances will be replacements and one will be the new medic 12 to cover the development on the south end of the City of Aurora, IL Payment will be due upon delivery, and funds will be made available in future city budgets; and
WHEREAS, Fire Service Inc. is the area dealer for the Wheeled Coach brand ambulance. The City of Aurora last purchased a Wheeled Coach ambulance from Fire Service Inc. in 2023. The Fire Service, Inc. contract with the City of Aurora contains language that allows the right to add additional units to that contract, with a guaranteed maximum mark-up (tag-on language); and
WHEREAS, Fire Services Inc., has documented the 2024 Ford F-550 4X4 chassis is currently available and applicable costs; and
WHEREAS, Payment of the ambulances will not be due until the delivery of the units and a decision package will be submitted for 2023 in account (255-3033-422.75-30). In addition, $60,000 will need to be budgeted in account (255-3033-422.38-89) for the setup of the vehicles. Also, approximately $7,000 of expendable supplies (255-3033-422-65.26) and $83,550.00 for medical equipment (255-3033-422-65.27) total package cost of $1,465,423.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council of the City of Aurora, Illinois does hereby authorize the purchase of Three (3) 2024 Wheeled Coach Ford F-550 4x4 gas type 1 ambulance from Fire Services, Inc., St. John, Indiana in the amount of $1,314,873 as well as necessary vehicle set up, medical equipment and supplies, and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
