A resolution to award the Tall Oaks Water Main Replacement - Phase 2 to Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 located in Ward 1.
PURPOSE:
To provide improved water service to the consumers in the Linden Woods, Acorn Woods and Walden Woods Condominiums.
BACKGROUND:
Tall Oaks Road is north of Molitor Road approximately 1,900' east of Farnsworth Avenue which can be seen on the location map attached as Exhibit A. The water main within the Linden Woods, Acorn Woods, & Walden Woods Condominiums has a history of breaks. The Water & Sewer Maintenance Division has had to make at least one water main repair within these developments in each of the past few years. Replacement of the water main is required to prevent future breaks and inconveniences to the users in these developments. Approximately 30% of the water main within the three Condominium units was replaced in 2017. This phase of water main replacement will include the remaining 70% of water main to be replaced is this subdivision. The low bid came in 9% below the engineer's estimate.
DISCUSSION:
Five bids were received, opened, and read aloud on February 28, 2018. The bid tabulation can be seen in the attached Exhibit B. The lowest total bid in the amount of $755,144.00 was submitted by Swallow Construction Corporation. The water main improvements will be funded with account 510-4058-511-73-02. Also included as Exhibits C & D are the advertisement for bid and Sallow Construction Corporation's submitted bid.
IMPACT STATEMENT:
Temporary closures and access delays will occur within the Tall Oaks Subdivision. The water main in this phase will be installed via directional drilling to limit the closure of parking spaces and access roads within the subdivision. The residents in the area will experience temporary water shut downs as connections are made between the existing and new water main. There are no impacts anticipated to the public outside of the three condominium developments.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will provide improved water service to the consumers in the Linden Woods, Acorn Woods, & Walden Woods Condominiums;
WHEREAS, Swallow Construction Corporation submitted the lowest responsible bid out of 5 bids received, opened and read aloud on February 28, 2018;
WHEREAS, the water main improvements have been funded in the 2018 budget within account 510-4058-511-73-02.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Procurement is hereby authorized to execute a contract with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 in the amount of seven hundred fifty-five thousand, one hundred forty-four dollars and zero cents ($755,144.00).
