Approval of a Memorandum of Understanding (MOU) between the City of Aurora Police Department and the Illinois National Guard Counterdrug Task Force.
PURPOSE:
To request authorization from the Aurora City Council to approve a MOU between the City of Aurora Police Department and the Illinois National Guard Counterdrug Task Force.
BACKGROUND:
The Illinois National Guard provides selected local law enforcement agencies with highly trained counter drug field agents to assist, and be a liaison, with other State and Federal law enforcement agencies and to be a resource in gathering information and intelligence on drug operations, as well as providing equipment to assist in the investigations.
DISCUSSION:
The Aurora Police Department will benefit from the equipment and level of training that a National Guard Counterdrug Agent provides. The National Guard Counterdrug Task Force Agent is non-sworn and will not be directly involved in enforcement actions related to the arrest or persons or seizure of property. The agent is to support law enforcement activities.
Examples of the support that the National Guard can provide is electronic media decoding and translation, investigative case and analyst support to include charting, mapping and financial work-ups of targets, communication support, aerial support, which includes aerial reconnaissance to track moving vehicle, suspected drug houses, or other locations that are suspected of drug trafficking. Additionally, they can provide various equipment that is used in narcotic investigations that the Aurora Police Department does not current have, which is a cost saving measure.
There is no financial cost to the Aurora Police Department or the City of Aurora.
IMPACT STATEMENT:
If this project is not approved it will have a detrimental impact on the capabilities of the Aurora Police Department to investigate narcotic related crimes.
RECOMMENDATIONS:
I am recommending that the City Council approve and sign the MOU between the Aurora Police Department and the Illinois National Guard Counterdrug Task Force.

A Resolution authorizing the City of Aurora to enter into a Memorandum of Understanding (MOU) between the City of Aurora Police Department and the Illinois National Guard Counterdrug Task Force.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora has been selected to work with the Illinois National Guard Counterdrug Task Force.; and
WHEREAS, The Illinois National Guard provides selected local law enforcement agencies with highly trained counter drug field agents to assist, and be a liaison, with other State and Federal law enforcement agencies and to be a resource in gathering information and intelligence on drug operations, as well as providing equipment to assist in the investigations; and

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby that the Memorandum of Understanding (MOU) between the City of Aurora Police Department and the Illinois National Guard Counterdrug Task Force be signed.
