Resolution approving a Professional Engineering Services Agreement (Phase 2) with HR Green Inc. for the East Indian Trail Road Traffic Signal Interconnect and Modernization Project and to Appropriate Motor Fuel Tax Funds

 

PURPOSE:

To obtain City Council approval to move forward with the phase 2 engineering for the East Indian Trail Traffic Signal Interconnect and Modernization (Broadway Street - IL 25 to Pennsbury Lane) and to appropriate Motor Fuel Tax (MFT) funds by executing MFT Resolution.

 

BACKGROUND:

City has been actively pursuing interconnecting traffic signals with a goal to reduce traffic congestion, achieve better traffic flow and reduce emissions. Indian Trail Road is an arterial with an average daily traffic (ADT) volume of 21,400 vehicles. The corridor currently has an existing fiber-optic interconnect system that extends from Church Road to Farnsworth Avenue. In order to interconnect the rest of the stretch between Broadway Avenue (IL 25) and Pennsbury Lane, City had applied for a Congestion Mitigation Air Quality (CMAQ) Improvement federal grant for the project. The project was granted the federal funds (80/20 split) in the amount of $905,606.88 for construction and construction engineering only. The total cost of the project is estimated at $1,132,008.60. The CMAQ grant does not cover design/phase 2 engineering cost, hence a 100% local fund is required to complete Phase 2 engineering.

 

DISCUSSION:

The project consists of adding seven (7) signalized intersections along Indian Trail Road to the existing fiber-optic interconnect system that extends from Church Road to Farnsworth Avenue. The Indian Trail Road, existing signal system will be extended west from Church Road to include Aurora Avenue (IL Route 25) and Mitchell Road, a distance of approximately 0.75 miles. The existing system will also be extended east from Farnsworth Avenue to include Felten Road, Stonebridge Boulevard (both east and west), Eola Road and Pennsbury Lane - a distance of approx. 2.33 miles. This project will allow these seven signalized intersections to be tied into the City's Centralized Traffic Signal Management System thus completing an overall interconnect system along Indian Trail from Edgelawn Drive to Pennsbury Lane, encompassing 16 signals over a distance of approximately 6.34 miles. This project is anticipated to reduce traffic congestion and improve vehicle and transit movements in the area, thereby reducing emissions. HR Green Inc. assisted with the CMAQ application process. Phase I engineering was completed and design approval has been obtained for this project. HR Green Inc. has been previously involved in similar projects for the City and has the background and expertise to conduct the phase 2 engineering for this project.  Phase 2 engineering cost, for this type of project, usually range between 8 and 12 % of the total project cost.  HR Green Inc. phase 2 engineering cost is approximately 8.4 % of the total project cost, which is at the low end of the typical 8 to 12 % range.

The engineering would be funded by the current FY 2018 from the following account:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City would like to see Indian Trail Road complete with traffic signal interconnect between Broadway Avenue (IL Route 25) and Pennsbury Lane.

 

WHEREAS, a Professional Engineering Services Agreement is required to complete phase 2 engineering design work for traffic signal interconnect on Indian Trail Road.

 

WHEREAS, the City is required to pass a resolution appropriating the use of Motor Fuel Tax funds for this agreement in the amount of $95,000.00, prior to its use on the project.

 

WHEREAS, the FY 2018 budget provides funding by way of the following account:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Professional Engineering Services Agreement with HR Green Inc. for phase 2 design work on East Indian Trail Road Traffic Signal Interconnect and Modernization Project is hereby approved and Motor Fuel Tax funds appropriated by executing the resolution attached as Exhibit 1.
