SUBJECT:

A Resolution approving a Final Plan on Lot 6 of Podolsky Orchard 88, Phase I Subdivision, located at 2695 West Sullivan Road for a Warehouse, Distribution and Storage Services (3300) Use (BG Products of Illinois - 26-0236 / SG12/2-25.346 - Fpn - JW - Ward 5)  

 

PURPOSE:

The Petitioner, BG Products of Illinois, is requesting approval of a Final Plan for 2695 West Sullivan Road, which includes the construction of a 10,000 square-foot warehouse with office space.  

 

BACKGROUND:

The Subject Property is located in the ORI Office, Research, and Light Industry Zoning District which is part of the Podolsky Orchard 88 Subdivision.

 

The Petitioner is requesting the approval of a Final Plan. The details of the request include the development of a 10,000 square-foot building for a Warehouse Distribution, and Storage Services (3300) Use located on Sullivan Road. The building will include the warehousing portion as well as an office space. The Final Plan also shows 31 parking spaces to accompany the use.

 

The Landscape Plan provides additional canopy trees, shrubs, understory trees, and landscaping in the parking islands. Currently, there are existing street trees on Melissa Lane and Sullivan Road. Three street trees will be added to adhere to the Zoning Ordinance requirements. A landscaping bed on the east side of the lot is incorporated to provide a visual and physical separation between the neighboring property.

 

The Building and Signage Elevations show a one-story building with a height of 24 feet. The building materials include steel and concrete. Fenestration was added on the east, west, and south side of the building to create more architectural character and reduce the “big box” feeling. Wall signage will be on the west and south side of the building. 

 

DISCUSSION:

Staff has reviewed the Final Plan Resolution petition and has sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exception of the items reflected in the conditions listed in the Staff Recommendation below.  

 

POLICIES AND GUIDELINES :

10.0                                          To provide for the orderly, balanced and efficient growth and redevelopment of the City through the positive integration of land use patterns, functions, and circulation systems. To protect and enhance those assets and values that establishes the desirable quality and general livability of the City. To promote the City’s position as a regional center.

11.1                     (5)                     To guide and promote development to areas where public utilities, public roads and municipal services are either available or planned.

11.1                     (3)                     To encourage new development contiguous to existing development.

31.1                     (3)                     To promote the development of commercial facilities in existing or planned commercial areas.

40.1                     (7)                     To encourage improvements in existing industrial areas that minimize industrial blight and reduce incompatibilities with neighboring land uses.

93.1                     (1)                     To encourage the use of aesthetically pleasing urban design, architectural styles, and landscape architecture.   

 

RECOMMENDATIONS:

Staff recommends CONDITIONAL APPROVAL of the Resolution Approving a Final Plan on Lot 6 of Podolsky Orchard 88, Phase I Subdivision, located at 2695 West Sullivan Road for a Warehouse, Distribution and storage services (3300) Use, with the following condition:

 

1. Curbs shall be added to the front of the parking spaces along the west side of the building.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated October 13, 2025, BG Products of Illinois filed with the City of Aurora a petition requesting approval of a Final Plan for Lot 6 of Podolsky Orchard 88 Phase I Subdivision, located at 2695 West Sullivan Road for a Warehouse, Distribution and storage services (3300) Use and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-3”; and

 

WHEREAS, on April 15, 2026, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plan and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, the decision of the Building, Zoning and Economic Development Committee with respect to a Final Plan is subject to appeal to the City Council in the manner set forth in Chapter 34 of the Code of Ordinances, City of Aurora, Illinois; and

 

WHEREAS, no person authorized under Chapter 34 to appeal such decision having done so in the manner set forth in the Code, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed Final Plan; and  

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan with the following condition:

1. That curbs shall be added to the front of the parking spaces along the west side of the building.

 

BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any easement dedications deemed necessary by the Aurora City Engineer.
