SUBJECT:

A resolution authorizing the Director of Purchasing to enter into an agreement with Abbey Paving & Sealcoating Company, Inc., 1949 County Line Road, Aurora, IL 60502 in the amount of $949,031.25 for improvements to Parking Lot E, located east of Broadway between New York Avenue and Galena Boulevard.

 

PURPOSE:

To enter into an agreement that will improve both the functionality and aesthetics of Parking Lot E, located east of Broadway between New York Avenue and Galena Boulevard.  These improvements are part of the City's ongoing efforts to revitalize the downtown corridor.

 

BACKGROUND:

Lot E is among the larger parking lots which provide direct access to Broadway in downtown Aurora (via an alley sidewalk which is to receive string lighting as part of these improvements) as well as create a perimeter sidewalk around the lot which may be utilized for access and/or patio space by adjacent businesses.  In order to promote safe and alluring access to and in support of growing development along this corridor, the City plans to make improvements to the lot including wider sidewalks, planter beds and landscaping, new lighting standards, new pavement, improved drainage, removal of the outdated and unsightly metallic building façade, new signage, and a single, centralized dumpster enclosure.  A rendering of the future potential for Lot E has been added to the exhibits.  With the large metal façade removed, each individual property owner will have the ability to revitalize the rear of their buildings and have an opportunity to add a second storefront and seating areas on the patio built as a part of this project.  

 

DISCUSSION:

A request for bids was published, 24 contractors and plan rooms viewed the documents from the City's website, with two responses read aloud on July 3, 2019. Of the bids received, Abbey Paving & Sealcoating Company, Inc. was determined to be the lowest responsible bidder in the amount of $949,031.25.  Note that this total is based on the City's inclusion of Bid Alternates highlighted in yellow on the attached bid tabulation.

 

This bid was subject to Local Preference but was not an impact on the decision.

 

The agreement for Parking Lot E Improvements (Capital Project A055) will be funded using the following accounts:

IMPACT STATEMENT:

The intended benefit of these improvements is to increase parking access and improve the overall aesthetic and functionality of the area.

 

During construction, which is anticipated to last approximately 2 months, use of the parking lot as well as the rear facing entries to the adjacent buildings may be temporarily suspended.  City Parking Lot M, which is located across New York Avenue behind the Fire Museum, has adequate available capacity to provide temporary supplemental parking for those that regularly use Lot E.

 

The City feels that the eventual improvements far outweigh these temporary inconveniences and will work diligently with both the contractor and building owners/tenants to minimize the duration and magnitude of such impacts

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the project was advertised publicly and later opened and read aloud at 2:00 p.m. on July 3, 2019; and

 

WHEREAS, two bids for Parking Lot E Improvements were received; and

 

WHEREAS Abbey Paving & Sealcoating Company, Inc. was the low bidder in the amount of $949,031.25 (Exhibit A); and

 

WHEREAS, funding will be provided from account #'s 231-1830-465.73-76, 340-1830-465.73-76, and 353-1830-465.73-76 which have $50,000, $850,000, and $600,000, respectively, in the 2019 budget; and

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the Director of Purchasing to enter into an agreement with Abbey Paving & Sealcoating Company, Inc., 1949 County Line Road, Aurora, IL 60502 in the amount of $949,031.25 for improvements to Parking Lot E, located east of Broadway between New York Avenue and Galena Boulevard.
