SUBJECT:

Finance Committee approval to retain the services of R. C. Wegman of Aurora, IL. for the construction phase of replacement fire station #7 in 2017 pending the approval of the 2017 budget.

 

PURPOSE:

The retention of a Construction Manager is needed during the 2017 construction of replacement fire station #7 to oversee the bidding and construction process.

 

BACKGROUND:

A Capital Improvement Plan for the replacement of fire station #7, built in 1957, was originally submitted in 2007. The plan proposed that the design and engineering phase of the project take place in one year followed by building construction during the next year. Funds were approved in the 2016 budget to move forward with the design and engineering phase of the project which has been completed. Retaining a Construction Manager to coordinate with the architect was done to assure competent oversight of the project from design to completion.  Construction Management firms responding to a Request for Proposal were evaluated by a selection committee. The committee recommended R. C. Wegman as the Construction Manager for the project. R. C. Wegman of Aurora, IL. has provided the Construction Management services for various construction projects for the City of Aurora with satisfactory results.

 

DISCUSSION:

The completion of the design and engineering phase of the Fire Station #7 project will allow construction to begin in 2017 pending approval of the 2017 budget. Construction of a new station will address the various issues of a 57 year-old building such as limited space for parking modern fire apparatus, building mortar deterioration, as well as aged plumbing, electrical systems and infrastructure. In addition, a new facility will allow for the anticipated addition of a 7th ambulance to serve the City. The contract for construction management services presented by R. C. Wegman has been reviewed and approved by the City’s legal department and is attached. The cost for construction management services will be included in the overall construction costs which will be presented by R.C. Wegman as the Guaranteed Maximum Price (GMP). The GMP for the project will be set in year 2017 pending approval of the 2017 budget once the construction costs are determined through the bidding process. Funds are anticipated to be available in account #340-3033-422.72-35 of the Capital Improvement Fund A for this project.

 

IMPACT STATEMENT:

Any delay in approval of retention of R.C. Wegman for construction management of replacement fire station 7 will delay the bidding and construction process.

 

RECOMMENDATIONS:

Request to have the Finance Committee approve the contract for construction management services from R. C. Wegman of Aurora, IL. for the replacement fire station #7 pending the approval of the 2017 budget.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, A replacement fire station is needed to replace aging fire station #7; and

 

WHEREAS, a construction manager is needed during the construction phase to coordinate with the architect and oversee construction, and R.C. Wegman was selected by the RFP process to provide the services; and

 

WHEREAS, , the station construction is to be funded by the Capital Improvement Fund A, account #340-3033-422.72-35 in 2017 pending approval of the 2017 budget. The cost for construction management services will be included in the overall construction costs which will be presented by R.C. Wegman as the Guaranteed Maximum Price (GMP). The GMP for the project will be set in year 2017 once the construction costs are determined through the bidding process)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approval of the contract and retention of R. C, Wegman for replacement fire station #7 construction services in 2017 pending the approval of the 2017 budget and does further authorize the Director of Purchasing to issue the necessary orders to implement the same.
