A Resolution Authorization the Purchase of Bulk Rock Salt in the Amount of $82.96 Per Ton for the 2019-2020 Winter Season from Compass Minerals America Inc. Overland Park, Kansas 

 

PURPOSE:

To obtain City Council approval for the purchase of bulk rock salt in the amount of $82.96 per ton from Compass Minerals America Inc. for the Division of Street Maintenance under the DuPage County Joint Purchasing Agreement Bid for the 2019-2020 winter season.

 

BACKGROUND:

The bulk rock salt is used to melt snow & ice from City streets, making them safe for vehicular traffic. We will be dividing our road salt purchase again this year between DuPage County Department of Transportation and the State of Illinois Joint Purchasing Agreement. By dividing our road salt orders between two government agencies soliciting bids, we have two different suppliers. This will provide an alternate source for salt delivers should one of the providers be unable to make timely deliveries.

 

DISCUSSION:

The City anticipates purchasing from Compass Minerals America Inc. Approximately 7,500 tons (50% of the City's annual order) of bulk rock salt for the 2019-2020 winter season.

 

Local preference does not apply since we are participated in a Joint Bid through DuPage County. 

 

$1,150,000 has been budgeted for this expense in 2019 using account 203-4460-431.65-32.

 

IMPACT STATEMENT:

Road salt improves driving conditions for vehicular traffic.

 

RECOMMENDATIONS:

The City Council approves the purchase of bulk road salt in the amount of $82.96 per ton from Compass Minerals America Inc. Overland Park, Kansas for the Division of Street Maintenance under the DuPage County, Department of Transportation bid.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora has an established winter roadway maintenance program; and

 

WHEREAS, DuPage County Division of Transportation provides a service for local governmental units to participate in a joint purchase of bulk rock salt which provides greater efficiencies of scale and resulting in lower cost per unit; and

 

WHEREAS, Compass Minerals America. Overland, Kansas, has agreed to furnish 7,500 tons of bulk rock salt at a price of $82.96 per ton; and

 

WHEREAS, 2019 dollars have been appropriated for this expenditure in account 203-4460-431.65-32 in the amount of $1,150,000.00

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That DuPage County Division of Transportation Joint Purchase Agreement of 7,500 tons of bulk road salt at a price of $82.96 per ton from Compass Minerals America Inc. Overland, Kansas for the 2019-2020 winter season is hereby approved, and further the purchase of rock salt from alternative sources should it become necessary is authorized, and the Purchasing Director is further authorized to issue the necessary orders to implement purchase of same.
