A Resolution to Award the Farnsworth Avenue Bridge Repairs to Rausch Construction Company, Inc. in the Amount of $485,054.50
 
PURPOSE:
The City of Aurora's street network includes 30 bridges.  Typically, a bridge life cycle is 50 to 100 years.  During this period, bridge maintenance and repairs are required.  The city's biennial bridge inspection program identifies and recommends repairs. The Farnsworth Avenue Bridge over the BNSF Railway, completed in 1979, is in need of repairs.   This resolution will award a contract to remove sections of the concrete parapet, install guardrail, replace bridge joints, update the drainage system, repair and paint structural steel, repair the concrete deck, replace sections of the sidewalks and make other improvements to the Farnsworth Avenue overpass.
 
BACKGROUND:
Plans and specifications were prepared for the Farnsworth Avenue bridge repairs and the cleaning & sealing of 5 downtown bridge decks.  This project was advertised and bids were opened on March 5, 2014.  One bid in the amount of $1,051,354.95 from Sjostrom & Sons, Inc. was more than 130% over the Engineer's Estimate.  The bid tabulation for the March 5 letting is attached (Exhibit 'A').  Plans and specifications were revised to eliminate the sealing of the downtown bridges and to re-define the Farnsworth Avenue bridge repairs.  The project was re-advertised and bids opened on June 25, 2014.  6 bids were received and the lowest responsible bid was submitted by Rausch Construction Company in the amount of $485,054.50, which is nearly 8% over the Engineer's Estimate. The bid tabulation for the June 25 letting is attached (Exhibit 'B')
 
DISCUSSION:
Based on the number of bids received and bid results, we recommend rejecting the March 5 bid and awarding the June 25 bid from Rausch Construction Company for the unit prices submitted.  Rausch Construction is an Illinois Department of Transportation prequalified contractor for bridge construction.
 
The 2014 City Budget provides $485,054.50 for this item in account no. 340-4460-431.73-80 (Cap A).
 
IMPACT STATEMENT:
Farnsworth Avenue between Mountain Street and Dearborn Avenue will be reduced to one lane in each direction during construction which is expected to begin in September and completed by October.
 
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, it is necessary and desirable to make repairs to the Farnsworth Avenue bridge over the BNSF Railway; and
 
WHEREAS, bids were received and publicly opened and read on March 5, 2014 with bid tabulation attached hereto and incorporated as Exhibit 'A'; and
 
WHEREAS, only one bid that exceeded the Engineer's Estimate by over 130% was received on March 5, 2014 and this bid is rejected; and
 
WHEREAS, the plans were revised and project was re-bid, bids received and publicly opened and read on June 25, 2014 with bid tabulation attached hereto and incorporated as Exhibit 'B'; and
 
WHEREAS, Rausch Construction Company, 2717 South 13th Avenue, Broadview, IL 60155 was the lowest responsible bidder in the amount of Four Hundred Eighty Five Thousand Fifty Four and Fifty Cents ($485,054.50); and
 
WHEREAS, the 2014 City Budget provides $485,054.50 for this item in account no. 340-4460-431.73-80 (Cap A)
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute a contract with Rausch Construction Company for the unit prices shown within the bid as set forth in Exhibit 'B'.
