A resolution consenting to the assignment of a direct aviation operating agreement at the Aurora Municipal Airport between the City of Aurora and Air School Corporation.
PURPOSE:
To obtain City Council approval of an assignment of a direct aviation operating agreement between the City of Aurora and Air School Corporation.
BACKGROUND:
SimPro Flight Training is a premier aviation training center located at the Aurora Municipal Airport and specializes in FAA-approved flight training using state-of-the-art simulators.
A flight simulator training school has been operating at the airport since 2009 out of a hangar most recently purchased by Brad Martin in November of 2018.
Arthur St. Arnaud has purchased the business and now desires to enter into a direct aviation operating agreement with the City of Aurora.
DISCUSSION:
The approval of this operating agreement will allow this business to continue to operate and will make it compliant with the airport's rules and regulations.
IMPACT STATEMENT:
The approval of this agreement will have no negative impact on the City of Aurora or the airport. The approval of this agreement will also increase the annual minimum payment from $2,400 to $3,600.
RECOMMENDATIONS:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
WHEREAS, Air School Corporation desires to conduct advanced flight training at the Aurora Municipal Airport; and
WHEREAS, Air School Corporation has agreed to pay a minimum annual amount of $3,600 for the privilege of conducting business at the Aurora Municipal Airport.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The City Council of Aurora does hereby approve the Direct Aviation Operating Agreement between Air School Corporation and the City of Aurora.
