A resolution to award a Contract to Superior Excavating Company of P.O. Box 575, Channahon, IL 60410 for the East Galena Blvd. and New York St. Sewer Separation from Root St. to Smith St. project in the amount of $3,947,079.00. The Project is located in Wards 2 and 7
PURPOSE:
The East Galena Blvd. and New York St. Sewer Separation from Root St. to Smith St. project is the first phase of a larger project that disconnects existing surface drainage from combined sewers. The project limits are from Root St. east towards Smith St. for East Galena Blvd. and New York St. The project is connected with the two-way Galena Blvd. and New York St. conversion. The opportunity to direct surface drainage to a dedicated storm sewer system prior to the two-way conversion will reduce future disruptions to traffic patterns. This project meets part of the City of Aurora's objectives in the combined sewer overflow Long Term Control Plan.
BACKGROUND:
The two-way conversion of Galena Blvd. and New York St. provides an opportunity to combine traffic disruptions into one construction season by including the storm sewer installation proposed by this sewer separation project. This project is the first phase of a larger project that will disconnect surface drainage from the combined sewer system to a dedicated storm sewer that meets the objectives set forth in the City of Aurora's combined sewer overflow Long Term Control Plan. Plans were advertised for bid January 28, 2015, with a bid opening February 11, 2015. Superior Excavating Company submitted the lowest responsible bid at $3,947,079.00. Time constraints associated with the project to due to the size of the project require a March 9th start date, with an anticipated completion date of September 21st. The Contractor will coordinate with the two-way conversion Contractor on signal and striping installation.
DISCUSSION:
The East Galena Blvd. and New York St. Sewer Separation from Root St. to Smith St. project will reduced the frequency of combined sewer overflows and potential basement back-ups in this area while meeting the objects in the City of Aurora's Long Term Control Plan. The project is anticipated to be funded through Project B031 Account 281-1856-512-73-09 and 510-4063-511.73-09. Of the four bids submitted, Superior Excavating Company submitted the lowest responsible bid of three million, nine hundred forty seven thousand, and seventy nine dollars ($3,947,079.00).
IMPACT STATEMENT:
The East Galena Blvd. and New York St. Sewer Separation from Root St. to Smith St. project will close one travel lane and eliminate on-street parking between Root St. and Smith St. Businesses along this corridor will maintain access to Galena Blvd. and New York St., especially during business hours. Union St. shall remain open at all times with minimal traffic impacts to McDonald's and Walgreens. Root St. shall have the north bound lane closed during work, creating a temporary one-way street, but access to businesses along Root St. shall be provided. Other intersections will require temporary closure as part of the work, which will require temporary detour routes.
Arrangements with a construction management consultant are in process for this project. This will reduce the workload burden on the Engineering staff.
RECOMMENDATIONS:
I request authorization for the Director of Purchasing to enter into an agreement with Superior Excavating Company of P.O. Box 575, Channahon, IL 60410 for the East Galena Blvd. and New York St. Sewer Separation from Root St. to Smith St. project in the amount of $3,947,079.00.
