A Resolution authorizing the Director of Purchasing to enter into a contract with Gerardi Sewer & Water Co. of 4520 N. Osage, Norridge, IL 60706 for the Melrose-Homer-Elliot Water Main Replacement Project in the amount of $969,773.77.
PURPOSE:
To enter into an agreement with Gerardi Sewer & Water Co. to install a new 8" water main on Melrose Avenue from Douglas Avenue to Elliot Avenue as well as on Elliot Avenue and Homer Avenue from Melrose Avenue to Monitor Avenue.
BACKGROUND:
The residents in the area of the Melrose-Homer-Elliot Water Main Replacement Project have been contacting Water Production due to poor water quality and low water pressure. Based on an inspection of the water main in this area, the cause of the water quality issue has been identified as excessive tuberculation in the main. The identified solution is the installation of a new, larger diameter water main along the section of roadway identified above. Increasing the size of the main from 6" to 8" will also help with water pressure issues.
DISCUSSION:
Gerardi Sewer & Water Co.'s bid of $969,773.77 was the lowest responsible bid of the ten (10) bids received. The City of Aurora has budgeted the $969,773.77 for this project. The funds are available in the 2016 Budget in project IC076, account # 510-4058-511-7302.
IMPACT STATEMENT:
The proposed project will create temporary road closures to through traffic on Homer and Elliot and lane closures on Melrose. Work hours on Melrose will be restricted to reduce conflicts with traffic entering and existing Krug Elementary.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Gerardi Water & Sewer Co. submitted the lowest responsible bid out of ten (10) bidders;
WHEREAS, the $969,773.77 required for this project is budgeted for and available in the 2016 Budget in project IC076 account # 510-4058-511-7302; and
WHEREAS this project meets the objectives of the City of Aurora's maintenance of water supply infrastructure.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to enter into an agreement with Gerardi Sewer & Water Co. of 4520 N. Osage in Norridge, IL 60706 for the construction of the Melrose-Homer-Elliot Water Main Replacement project in the amount of nine hundred sixty nine thousand seven hundred seventy three dollars and seventy seven cents ($969,773.77).
