A Resolution to award a contract to Geneva Construction Co. in the amount of $3,440,441.25 for the 2025 Citywide Street Resurfacing-WEST/NORTH project.
PURPOSE:
To award the Construction Contract for the 2025 Citywide Street Resurfacing-WEST/NORTH project.
BACKGROUND:
The City maintains nearly 1,300 lane miles of streets with a pavement wearing surface life expectancy of 20 to 25 years. Like last year, the 2025 Citywide Resurfacing Project has been broken up into 2 separate contracts. This Construction Contract includes the resurfacing of 17.3 lane miles of streets throughout the City. Both of the 2025 Citywide Resurfacing Projects combined will resurface a total of 43.0 lane miles of streets. In 2022 the City resurfaced 40.6 lane miles, in 2023 the City resurfaced 43.4 lane miles of streets, and in 2024 the City resurfaced 38.4 lane miles.
DISCUSSION:
Bids were opened and publicly read on April 9, 2025 (Bid No. 25-137). The bid tabulation for the 3 bids received is attached as Exhibit 'A'. The lowest responsible bid was submitted by Geneva Construction Co. of Aurora, IL in the amount of $3,389,411.25 which is 9.0% less than the Engineer's Cost Estimate. A copy of the submitted bid is attached as Exhibit 'C' and a copy of the advertised bid documents is attached as Exhibit 'D'. Geneva Construction Co. is IDOT Certified and has previously completed work for the City of Aurora on a number of resurfacing projects, including the 2020, 2021, 2023, & 2024 programs, and federally funded resurfacing projects. We recommend awarding the 2025 Citywide Street Resurfacing-WEST/NORTH project to Geneva Construction Co. for the unit prices submitted.
The local preference ordinance applies but did not impact the decision as Geneva Construction is the lowest, responsible bidder.
The list of streets to be resurfaced is shown in the attached Exhibit 'B'. This list shows the entire street network that will be resurfaced in 2025 under both contracts, and is color coded to show which road is included under which contract. The roads and costs included in this WEST/NORTH contract are shown in orange. The roads included in a separate bid (the EAST contract) are shown in green, and costs will be included at a later date with that award recommendation.
The list includes an additional roadway in Ward 4 that was not in the bidding documents which will be paid for with Ward 4 funds, in the amount of $51,000.00. Therefore, we are requesting that the award and purchase order be made in the amount of $3,440,411.25, which is the low bid value of $3,389,411.25 plus an additional $51,000.00

IMPACT STATEMENT:
Construction is expected to begin in May and be substantially completed by September. Each street will be under construction for 8 to 10 weeks and will have some impact to local traffic.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to resurface streets and complete other city wide road projects as listed in the attached and incorporated as Exhibit 'B'; and
WHEREAS, bids were received and publicly opened and read on April 9, 2025, with bid tabulation attached hereto and incorporated as Exhibit 'A'; and
WHEREAS, Geneva Construction Co., P.O. Box 998, Aurora, IL 60507-0998 was the lowest responsible bidder in the amount of three million four hundred forty thousand four hundred forty-one dollars and twenty-five cents ($3,440,441.25); and
WHEREAS, the 2025 City Budget provides funds for this project in the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor is hereby authorized to execute a contract with Geneva Construction Co. for the unit prices shown within the bid as set forth in Exhibit 'A'.
